We are looking for someone to join the People and Culture team working across South Oxfordshire and the Vale of White Horse District Councils.


This is a really exciting time to join an expanding and ambitious team that has lots of passion and energy to ensure high quality support is delivered to our staff and line managers.

Reporting to the Payroll and Business Support Lead, the post holder will be the first point of contact for the staff and managers at both South and Vale Councils.

The post will cover the full employee lifecycle engaging with staff on their day-to-day queries and handling payroll system input.


We require someone with a strong customer focused mindset, with an ability to be flexible, working on a very broad range of tasks broaden their skills and knowledge across all HR disciplines.

The post holder will be the first point of contact for the People and Culture Team.


HR Business Support Assistant role.

Summary of responsibilities:


  • Be the first point of contact for general queries from staff and managers related to HR or payroll queries, and know when to refer questions to other members of the team
  • Manage the HR Team inbox, responding to queries and allocating queries to the team as necessary
  • Administer and input data into the HR system for payroll, working to tight predetermined deadlines
  • Scrutinise, check, and challenge payroll instructions prior to inputting HR information data
  • In conjunction with the Payroll and Business Support Lead, review all output data to ensure accuracy and correct as necessary
  • Administer staff annual leave calcs, updating the HR system as required
  • Administer all benefits schemes and thirdparty payments arising from monthly payroll
  • Assist with queries relating to the Learning Management System (LEAH)
  • Collect and process incoming and outgoing post every day
  • Raise purchase orders, code invoices, instruct and liaise with corporate services support to manage the finance requests with regards to the HR training/payroll budget on the councils' financial system
  • Support the administration the job evaluation process and associated outputs
  • Respond to freedom of information requests
  • Respond to quarterly ONS surveys
  • Deal with enquiries arising from monthly payroll
  • Support yearend payroll activities including implementation of pay scales, system data cleansing,
  • Provide input into HRrelated internal audits
  • Support the Payroll and Business Support Team on general project work, as required
  • Maintain individual training records and records of training providers on the HR and learning management systems, including generating new starter accounts
  • Post job adverts internally and externally
  • Administer the new starter process, including administering DBS checks and filing references
  • Update the HR pages on the intranet and council websites

Your essential skills, knowledge and experience

  • Experience of working within a customer focused environment
  • Experience of working with data e.g., databases, stock control systems, tills etc.
  • Excellent attention to detail and organisational skills
  • Good administrative skills to a high standard of quality, including data entry, letter writing, spreadsheets etc.
  • Basic MS office skills and ability to adapt to/learn to using different databases and systems.
  • Sound written and verbal communication skills.

Your essential qualifications
Good standard GCSEs (grades A to C/Level 4 and above) or equivalent level of experience

If you have the following experience or qualifications - it's a bonus

  • Alevels or equivalent
  • Experience of using an HR/Payroll system
  • HR or payroll qualification
  • Experience of working within a HR / payroll team, inputting system changes directly and reviewing output data
  • Experience of working with a learning management system
