Job summary:
We are recruiting an individual to work in the newly formed Benchmarking Unit in the Cabinet Office, leading a programme of analytical work that is central to ensuring the Civil Service delivers value for money for the taxpayer.
You will be responsible for the collection, analysis and visualisation of data to enable the Cabinet Office to benchmark the operations of central government organisations, to identify opportunities to drive savings and performance improvements.
We are looking for highly motivated individuals with strong data and analysis skills and an ability to work flexibly across an evolving policy area.
About the team
The Benchmarking Unit is a newly established team, set up to coordinate work on benchmarking the operating costs and models of central government departments and public bodies.
This follows an initial pilot project to benchmark the cost of delivering six corporate functions (HR, Finance, Commercial, Digital, Property and Communications) across 90 central government public bodies.
The team sits within the Corporate Service Group's Strategy Cluster.The Strategy Cluster supports Cabinet Office ministers, the Civil Service's Chief Operating Officer and the Cabinet Office's Chief Operating Officer in discharging their duties and delivering on the Government's priorities.

Job description
- You will lead work on developing the analytical framework involved in benchmarking the costs and operating models of central government organisations, considering how to create robust comparisons and use data to understand unit costs / corporate performance outcomes.
- You will oversee processes to collect financial and operational data from organisations utilising the latest digital data collection tools, and manage a database of financial and operational information, ensuring it is structured to enable easy data flows between systems (e.g. linking to data visualisation tools).
- You will oversee analysis of a large volume of data to draw insights on relative efficiency and performance of central government organisations, including developing dashboard products (e.g. on Tableau / Power BI) to visualise findings and allow organisations to 'selfserve' making benchmarking comparisons.
- You will present analytical outputs to a range of senior stakeholders in government who have significant interest in the work, including Ministers, Chief Operating Officers and Finance Directors in departments and public bodies, as well as supporting HM Treasury spending teams at Fiscal Events.
- You will manage two individuals, providing enthusiastic leadership, setting direction for their work, and supporting their development and personal wellbeing.
- You will work closely with other teams in the Cabinet Office that lead on aspects of the efficiency and reform agenda, other government departments, as well as HM Treasury spending teams.
Person specification:
Experience and Professional and Technical Expertise
Essential
- You should have attained a degree in data science, computer science, mathematics, statistics, social science (e.g. economics), or similar.
- You should be comfortable working in ambiguity, with good organisational skills and an ability to manage competing demands and prioritise work for yourself and a team.
- You should be a strong communicator, both through written and verbal means, with an ability to communicate technical concepts to nonexpert audiences.
- You should have the ability to lead and motivate a small team, and a track record of building strong working relationships with a wide range of internal and external stakeholders.
Desirable
- A working knowledge of R / Python and experience using Amazon Web Services.
