Position Overview:
PCN Appeals Officer


Department:
Regeneration and Environment


Reports to:
ETA Liaison Officer, Debt Recovery Officer, or Quality Assurance Officer


Job Purpose:


  • Assess and respond to representations, appeals, and statutory correspondence challenging Penalty Charge Notices.
  • Make decisions on upholding or canceling Penalty Charge Notices following council policy and legislative processes.
  • Assist in managing debt recovery processes and provide a high standard of service.

Principal Accountabilities and Responsibilities:


  • Proficiency in word processing systems for parking appeals and staying updated on new software.
  • Indepth understanding of traffic and parking legislation, deciding on appeals, and sending decision letters.
  • Prepare appeal papers for submission to the Environment and Traffic Appeals service.
  • Administer the Debt Recovery process, including witness statements and management of bailiffs.
  • Respond to inquiries, service requests, and complaints in a professional manner.
  • Record appeals and investigate for case summaries for the ETA independent Parking Adjudicator.
  • Manage a databank of standard paragraphs for efficient and consistent customer responses.
  • Provide information and advice on parking and traffic enforcement issues.
  • Actively promote effective liaison with other authorities, public bodies, and Council services.
  • Actively participate in team activities and promote the unit's initiatives.

Requirements:


Knowledge, Skills, and Experience:


  • Indepth knowledge of decriminalized parking and moving traffic legislative controls and enforcement processes.
  • High standard of numeracy, literacy, and grammatical accuracy.

Experience:


  • Previous experience processing high volumes of correspondence.
  • Experience processing parking or traffic representations and appeals.
  • Meeting targets for qualitative and quantitative performance.

Skills and Abilities:


  • Ability to assess parking or moving traffic representations and make case decisions.
  • Interpersonal skills to handle disagreement and conflict constructively and professionally.
  • Commitment to customer care, tolerance, and equal opportunities.
  • Ability to manage and prioritize a demanding workload, achieving individual work objectives.
  • Sound decisionmaking ability adhering to organizational objectives and policies.
