The System Talent Programme Lead will provide leadership for and manage all aspects of the design and delivery of the highly regarded Accelerated Director Development Scheme (ADDS) and newly developed Emerging system Leadership Programme (ESLP) on behalf of the Hertfordshire and West Essex (HWE) ICS.

As well as supporting the development of ongoing and new initiatives in the leadership development and talent space.


Key aspects of the role cover a variety of topics with the person in this role having the ability to shape the delivery of Leadership development to our workforce.

Supplier procurement to support our delivery of the programmes and key events. You will spend your time working collaboratively with partners to design and deliver the development aspects of the programmes. As well as providing evaluation and continuous improvement. Programme management including financial management and line management of the Project Co-ordinator will be key tasks for this role. As well as expanding our ongoing learning through Alumni development and other projects of work.

Key Roles and Responsibilities

Programme Leadership

Working in partnership with procurement services, lead the procurement of external partners


Lead the design, planning and delivery of the programme nomination and assessment processes, working in partnership with the Programme Board and external delivery partners to deliver a best practice approach to aspirant director assessment and selection.


Lead the design, planning and delivery of the scheme components, working in partnership with the Programme Board and external delivery partners to deliver a best practice.

Lead the continuous evaluation identifying learning and making improvements in real-time and for future cohorts.

Programme Management


Responsible for all aspects of project management including project planning and reporting; governance and risk assessment; setting KPIs and reviewing and reporting on progress to the Project Board and Talent Forum.

Delivering and supporting key meetings and forums including the Programme Board meetings; Talent Forum meetings; Steering Group meetings.

Working with the Project coordinator and group Chairs to plan and prepare for key meetings:
developing agendas, writing high-quality papers, reports and presentations; ensuring accurate minutes and actions are maintained and communicated.


Regularly monitor, review and report on performance against contract with eternal delivery partners, identifying and reporting risks or service delivery underperformance.

Financial and Resource Management

Agree yearly financial plans with the Programme Board.

Be responsible for the budget and resources management of our System Wide talent Programmes.


Work in partnership with the HWE ICB Finance Team and carry out regular joint budget reviews to ensure the schemes stay within budget; making the best use of the budget and resources available; highlighting financial risks and mitigations, and producing regular budget reports and briefings.

Prepare bids to secure external grants and bids.

Stakeholder Engagement

Build positive trusting relationships with all stakeholder groups.

Undertake regular stakeholder mapping and engagement plans

Engage with, seek and listen to stakeholder views and feedback.

Influence decisions made by key stakeholder groups.

Ensure all stakeholders are encouraged and supported to engage in the design and delivery of ADDS and ESLP.

Continuous Quality Improvement

Develop an overall evaluation and quality improvement approach


Ensure all components of the system-wide leadership programmes are reviewed and evaluated on an ongoing basis, learning identified, and improvements made in real-time.

Write regular formative and final summative evaluation reports and present the findings and recommendations for improvement to stakeholder groups.

Support the inclusion of Equality, Diversity and Inclusion practices in everything we do.

Use the latest research and knowledge to promote the best learning experience for participants

Alumni support and development

Establish Alumni networks and maintain regular communications and engagement.

Track Alumni progression and ongoing development needs for presentation to the Programme Boards and Talent
