Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

Appointments will be made on merit on the basis of fair and open competition.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our UKHSA commercial team delivering departmental objectives.


Job description:


We are recruiting for two SSRM Leads, who will sit within the Customer, Strategy and Partnerships Team, within the Commercial Directorate.

The purpose of these roles will be to provide central leadership and guidance to shape UKHSA's approach to Strategic Supplier Relationship Management.


We are looking to create a structured blueprint, tailored to UKHSA and in alignment with best practice guidance from Cabinet Office.

These are critical roles, requiring experience and thought leadership to design and bring to life a framework that will drive the right outcomes for UKHSA.

They require individuals with the credibility and gravitas to lead key stakeholders across the organisation through the Who, What, When, Why, How, so that UKHSA can approach strategic suppliers in a structured way and with one consistent voice.

The ambition will be to establish and build a centre of excellence in Strategic Supplier Relationship Management.

We are targeting demonstrable value delivery in this area and the programme has the full support of the Executive Committee (ExCo).

As such it is a high-profile role with regular reporting on progress into ExCo via the Customer, Strategy and Partnerships Framework.

Alongside SSRM the Partnerships Framework also includes market scanning and engagement, engagement across OGDs (other Government Departments) and Business Development.


Person specification:


Key topics for inclusion in the guidance will be:

  • Supplier Segmentation
  • Voice of the Supplier annual survey for all UKHSA Suppliers
  • SSRM Value Proposition
  • Governance: Roles & responsibilities
  • Best practice examples and success stories
  • Support and guidance for external supplier facing SSRM Leads:

A key aspect of the role is also in selling the concept and guidance to those involved directly in managing relationships with selected UKHSA suppliers.

It will be the responsibility of the SSRM Lead to act as a leader for that community, to ensure consistency and alignment with the framework.


A key deliverable for the programme will be clarity on what success looks like and how it is measured and reported.

How will UKHSA know that SSRM is delivering on intended outcomes? How will we measure tangible value delivery? This will be something the central team will need to support and enable.
