The Workforce Change Management team vision is "to consult on, manage and implement workforce change across the Royal Navy that provides the most efficient, cost-effective whole force that can deliver on the Command Plan now and in the future" and therefore we are looking for a highly motivated individual who can lead on the stakeholder management of the Whole Force Management Groups (WFMG) across each directorate of Navy Command, deal with any operational workforce changes and work with a small Military focused team to implement these.


WCM is part of Workforce Planning & Talent in the People & Training (Dir P&T) Directorate which is responsible for attracting, training, sustaining and retaining inspired, capable and motivated people in an agile and flexible Whole Force to enable the Royal Navy to succeed on operations by putting our people capability first.

Navy Command Headquarters (NCHQ) in Whale Island, Portsmouth is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, aircraft and equipment to deliver the UK's defence policy.

NCHQ supports all the Royal Navy's activities including front-line operations to personnel, support and training, finance and governance, safety, equipment, programmes and planning and Defence engagement.

Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different specialisms.

This position is advertised at 37 hours per week.


Job description:


The post holder will lead on the Business-as-Usual functions of the WCM Navy Command Team, including ensuring all workforce change is in line with the strategic intent of Navy Command and has gone through the relevant Whole Force Management Groups (WFMG) which are the HR teams in each area of Navy Command managing their workforce, working closely with the sponsor and Military People Partner team as well as your peers in the Civil Service and Establishments in WCM team to enact the change.


They will identify potential solutions in year and lead on a number of smaller workforce projects that will feed into, or support wider NC Projects, Programmes or the Portfolio; and therefore will be adaptable and a proven change agent.

Professional upskilling/training, such as Project Management qualifications can be completed while in post.


Person specification:


Responsibilities

Typical responsibilities include but are not limited to:

  • Manage and provide guidance to Whole Force Management Groups in each 2* area, including briefing the Chair, secretary and Business Manager and taking back any issues and risk to central P&T team.
  • Provide consultancy service to internal and external stakeholders on NC workforce position and organisations, working closely with military and civilian colleagues.
  • Deliver on specific projects as directed by WCM NC Senior Manager and/or WCM Hd.
  • Monitor and track Navy Command contingency fund spending across the Command with the Finance lead.
  • Provide advice and run the Record of Action and Decisions for the 1* Military Judgement Panel (4 senior military and civilian stakeholders who make strategic decisions on wider workforce issues presented by areas of Navy Command), ensuring actions and decisions have been formally recorded, key stakeholders are aware and necessary action is taken to achieve implementation.
  • Collaboration with members of WCM, Career and Branch Managers and Military People Partners to ensure the delivery of workforce change across the TLB.

Experience:


Essential criteria:


  • Use of MS products including Excel
  • Able to deliver communication to a high level both written and orally
  • Networking and stakeholder engagement skills

Desirable:


  • Experience of working on a Project, including scoping, scheduling and delivering it into Business as Usual or Project Controls so you understand methodology.
  • Understanding of Royal Navy Military Workforce.

Technical:

  • Knowledge of JPA and SCIO
