Established in April 2016, the Defence Nuclear Organisation (DNO) delivers nuclear capability to deter threats and protect our nation.


The DNO oversees all defence nuclear business (excluding operations) and is responsible for providing nuclear deterrence; sponsoring the Defence Nuclear Enterprise (all the organisations, programmes and people that sustain the UK's nuclear deterrent); and advising on UK nuclear policy, planning and international co-operation on nuclear matters.


The UK's independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies.

To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines - known as the Dreadnought Class - and replacing our nuclear warheads.

These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

The Nuclear Transport Operations (NTO) programme is planned and delivered by the Nuclear Transport Operations Group (NTOG) which includes working with multiple Defence and Industry stakeholders.

In this joint endeavour the DNO team is the 'NTOG HQ' and is overall accountable for planning and delivering the programme and for coordinating inputs from the other NTOG organisations and for engaging with wider NTO stakeholders such as civilian emergency authorities, military sites and Regulators.


Within the NTOG HQ the purpose of the Governance and Engagement function is to drive better stakeholder relationships, ensure NTOG is an intelligent customer of services, have oversight of regulatory compliance and hold suppliers to account for delivery.

This position is advertised at 37 hours per week.


Job description:


Your responsibilities will include:

  • Driving and promoting compliance in terms of governance, regulation, and value for money.
  • Conduct regular audits and implement improvements to drive efficiency across the organisation.
  • Support Deputy Director NTOG in the effective running and promotion of the Transport aspects of Governance including the safe, secure, and costeffective performance and risk management of NTOG.
  • Drive improvement and compliance of MOD policies (Audit, Mandated training, Nuclear Safety Baseline activity).
  • Drive an effective Nuclear Safety and Security culture across the NTOG to ensure compliance with regulations and a culture of learning and reporting.
  • Work with stakeholders in wider Warhead Group and DNO to agree a governance and reporting structure.
  • Understand and communicate transport's governance pathways driving appropriate use of boards and build governance into the project and operational cycles.
  • Create reports for relevant boards and ensure NTOG has the correct representation at each board.
  • Ensure risks and issues are an integral part of the governance cycle and boards give enough time to consider key risks and issues.

Person specification:


Qualifications:


  • Level 5 or equivalent in Business Administration or Leadership

Skills:


  • Previous experience in stakeholder management and associated activities
  • Experience of embedding good governance into a team

Desirable Skills:


  • Knowledge of the Defence Nuclear programme
  • Experience of working within mixed Military and Civilian environments
  • Experience of Security Joint Business Arrangements
