Job summary:


This is a rare opportunity to be part of the exciting changes within the Defra Scientific Estate that will benefit the whole Nation.


The Defra Weybridge site hosts the Animal and Plant Health Agency (APHA) and the Veterinary Medicine Directorate (VMD) as well as being the administrative centre for the Regional Laboratories.


The APHA uses a wide range of specialist and complex scientific facilities within the estate and is responsible for central veterinary research and surveillance.

The Defra Weybridge site is the largest facility in terms of size and complexity across the Defra network and is currently going through a process of major investment and redevelopment in order to enhance its scientific capability and to upgrade its research facilities for the future.

The site is at the forefront of research into animal diseases.

It is crucial in protecting the UK farming and food industries from the impact of animal disease and is responsible for ensuring that outbreaks of animal disease are successfully contained.

The VMD are responsible for monitoring, testing, assessing, and controlling veterinary medicines and advising Government Ministers on policy accordingly.


Defra are expanding the Estates and Facilities Management team to enhance our capabilities in delivering the best potential, for our people and for our site.

Our Estates Team have a remit spanning the ever-evolving site, from high-containment laboratories, to large capital projects and the Science Capability in Animal Health programme.

Within the estates is an Assurance Function who are looking to build and develop a team to assure that the Defra Scientific Estates are Safe, Secure, and Compliant.

The purpose of this role is to lead a team in delivering and improving the emergency preparedness, security, and resilience requirements of Defra's Science Estate.

Working with key stakeholders to continuously improve the organisation's approach to business continuity, security, risk, incident response and management. Implementing best practice arrangements and promoting collaboration across the stakeholders.

Key
Responsibilities:


  • Leading on the development and implementation of governance, strategy and policy relating to emergency preparedness, security and resilience activities encompassing Business Continuity and Risk
  • Ensuring policies and procedures reflect current legislation and best practice standards, ensuring alignment with wider strategic priorities
  • Aligning all policies and procedures with Central Defra methods and standards
  • Working with all organisations and agencies to ensure continual improvement and coordination of incident plans and standard operating procedures across the science estate
  • Maintaining and developing positive stakeholder relationships in order to promote the Authority and assist it to meet its objectives
  • Leading on the delivery of planning life cycle activities following the principle of Plan, Do, Check Act
  • Owning the Risk Register for the Weybridge estate site operations
  • Conducting horizon scanning activities to identify risks requiring scenario specific plans in place e.g.outbreaks of infections or disease, Intruder response, technical failure of utility networks, flooding, and severe weather conditions
  • Working with key stakeholders to develop and update local Business Continuity Plans (BCPs) across the science estate
  • Providing consultation to agencies and departments relating to emergency preparedness, security and resilience across the Science Estate ensuring the estate meets all relevant standards and good practice
  • Responsibility for assurance of delivery of the relevant services by the Facilities Management contractor
  • Leading on coordination of Site incident response activations
  • Engaging with external stakeholders in order to continually develop the effectiveness of incident response arrangements
  • Ensuring that the team remains expert in its field through networking, professional development and reviewing research and papers for learning and improved practices
  • Supporting the Defra group Property in decision making for emergencies
  • Promoting the teams capability and expertise at confere
