The Agriculture and Rural Economy (ARE) Directorate works to support Scotland's sustainable economic growth, especially in the rural economy, making the most of Scotland's environment, natural assets and advantages - its people, landscapes, biodiversity, agriculture, food & drink and animal welfare.


Digital and Information Services Division (DISD) supports the ARE Directorate by setting and delivering its digital strategy, as well as running, maintaining, developing and adapting its many critical IT/digital systems - the main ones of which are used by external customers.

Staff in the Division have a very broad range of digital, governance and commercial skills, reflecting the complexity and variety of solutions in use, and the services they provide include:

Digital Strategy and Governance; Digital Delivery and Customer Engagement; Digital Operations and Technical Management and Procurement and Contract Management.

ISD does this through a blend of in-house and externally delivered approaches.

Overview of the role

The post is that of Senior Database Administrator within the Technical Management team. The Technical Management team is responsible for the build, design, maintenance and enhancement of ARE's infrastructure and it's services.

Ensuring that all infrastructure components, including internal user services and services to the public, are running as required both efficiently and to the agreed service levels across the ARE customer base.


Whilst tasks within the current role will naturally be centred around the Oracle database there will be ample opportunity, and expectation, to learn new database technology (Postgres etc).

As a Senior DBA with a wealth of experience you will often be asked to contribute in wider conversations with regards to:

- the entire IT estate, assist in the journey to digital transformation, continuing establishment of cloud technologies, DevOps adoption and you will be well placed to shape direction and make the most of opportunities that arise from these conversations.

Responsibilities:


  • Monitor database activity to ensure databases are available, secure, recoverable, error free, and performant
  • Ensure databases availability
  • Perform regular database backups to ensure data can be recovered or recreated in the case of corruption
  • Identify and resolve issues that impact functionality, data integrity or data access
  • Identify, escalate, and resolve blocks that negatively impact database performance
  • Develop tools to aid with event and capacity monitoring
  • Plan and implement new database installations to best practice
  • Plan and implement major release databases upgrades and periodic patching schedules
  • Utilise standard corporate tools to manage incidents, problems, and changes midentifying the root cause for DB related major incidents
  • Participating and delivering tasks in Disaster Recovery tests
  • Providing technical expertise to the development teams
  • Provide regular updates to management and colleagues on progress, and work with Business colleagues to ensure critical deliverables are provided and schedules met.
  • Ensure knowledge and skills transfer by providing coaching and training to colleagues.
  • Line management responsibility can be expected

Essential Criteria & Qualifications:

Essential Criteria:


  • A highly skilled and experienced database administrator (5+ yrs) with proven hands-on experience of administration within an enterprise level IT infrastructure. A strong working knowledge of Oracle Application Server and Oracle database (10g to 19c) with demonstratable skills in installation, performance tuning, Spatial, RMAN recovery, solid experience of OEM 13c and Data Guard along with the ability to shell script.
  • Experience of database container (CDB), and pluggable (PDB), database administration, snapshot, clone management, ASM storage, Grid Infrastructure 12c and 19c along with the ability to manage the performance and availability of mission-critical OracleAS and database environments.
  • Motivated team player with excellent organisational skills, triage, task prioritisation and excellent problem solving and troubleshooting skills.
  • Proven track record of designing, participating and delivering tasks in Disaster Recovery tests
