Job description:


  • UK Strategic Command Capability Special Projects (Cap SP) provides the capability planning required for UK Special Forces, Defence CBRN and ECM. This is achieved by conducting near and long term capability planning and securing funds through the Department's Annual Budgetary Cycle (ABC). The Branch supports a host of specialist users across Defence and has close links with Partners Across Government (PAG).
  • The incumbent will work closely with Branch senior management and be involved in branch wide work, focusing on Air Manoeuvre capability development. This post leads on Air Manoeuvre engagement for the branch, enabling the agile and adaptable delivery of capabilities through close relations with strategic partners.
    Person specification:
  • Acting as the lead for Cap SP's Air Manoeuvre capability management, development, delivery, planning and stakeholder engagement.
  • Maintaining and developing the network of contacts across the Air Manoeuvre Capability Development community.
  • Ensuring a strategic approach to engagement across Cap SP (and other UK stakeholders where relevant) to the Air Manoeuvre capability development.
  • Ensuring sustainability of Air Manoeuvre capability.
  • Acting as the Air Manoeuvre point of contact for Cap SP's specialist user Memorandums of Understanding (MOUs), undertaking administrative duties for the UK contribution to the 5 Eyes Capability Development Working Group.
  • Providing consistent and timely advice to Working Groups operating under specialist user community MOUs.
  • Managing and leveraging Cap SP owned and utilised Air Manoeuvre MOUs/agreements.
  • Staffing new MOUs, amendments and annexes when required.
  • Providing advice to managers on progress and opportunities under the arrangements and the available levers.
  • Providing guidance to Cap SP Desk Officers on Air Manoeuvre capability that involves the wider SP Portfolio.
  • Provide direction and guidance from UKStratCom and specifically Cap SP to the users and delivery teams.
  • Representing Cap SP Air Manoeuvre in international forums.
  • Attending events and trade shows to engage with industry and International partners/SMEs enabling Cap SP to send one rather than many to events saving time and money in the branch;
  • Investigating and pursuing opportunities for collaboration outside the community of traditional partners.
  • Plan and manage the Special User Air Manoeuvre capability in accordance with Through Life Capability Management policy and guidelines.
  • As the SME, provide input to Capability Planning Group, Programme Board and UKStratCom Capability Management Group.
  • Identify and plan the financial resource required to enable the Capability Management Plan and initiate programming action accordingly.
  • Inform Air Manoeuvre research programmes to ensure research objectives are aligned to capability gaps and endorsed capability requirements.
  • Support and inform the Capability Audit in order to identify capability gaps.
  • Staff Annual Budget Cycle Options, Future Change Requirements, Business Cases and Urgent Capability Requirements.
