It is an exciting and busy time for the UK and the submarine industrial base, and we have exciting opportunities at His Majesty's Naval Base in Clyde.


You will be part of a small Commercial team managing a portfolio covering a number of contracts within HMNB Clyde.

As a Commercial Officer you will have the opportunity to support a range of commercial activities, including high profile and complex Contracts across the Naval Base sites, working closely with Senior Management, as well as personally leading on specific work-streams and supporting cross functional teams.

You will be tasked delivering maximum value via contract management activities, influencing commercial strategy and addressing the consequences of any changes that occur.

Responsibilities

  • Determine the appropriate commercial actions for requirements, including supply market analysis, draft strategy plans, contract management plans and facilitate key aspects of the delivery.
  • Ensure all contracts adhere to procurement regulations and Government policy.
  • Lead and/or assist in identification and collation of supplier data for SDA strategic and critical suppliers to inform supplier deep dives, supplier strategies and roadmaps.
  • Lead and/or assist (depending on project value) in the portfolio management of requirements and contracts varying in risk and complexity ensuring contract obligations are met in line with the contract and business requirements.
  • Draft Pre-Qualification Questionnaires (PQQ), Invitation To Tender (ITT) and contract documentation in accordance with MOD policy and legislation.
  • Negotiate terms and pricing, place and manage contracts and contract amendments up to a maximum delegation of £2.5M in accordance with set guidelines and conditions outlined in the individual's delegation letter and the MOD policy.
  • Lead or Support negotiation and contract placement above level of delegation when required and highlight novel and contentious issues to Senior Commercial Officer (SCO) to ensure satisfactory resolution.
  • Communicate in a timely manner with a range of internal and external stakeholders including suppliers and Subject Matter Experts.
  • Managing staff and graduates where required, advising, coaching and developing Commercial skills.
  • Conduct assurance and due diligence of commercial activity within own area of responsibility in order to provide confidence in commercial outcomes. Participate in Peer Reviews as required.
  • Provide support and assistance to commercial enabling teams to assist delivery of SDA Business Improvement projects.
  • Contribute to wider Commercial functional and SDA initiatives as required.

Person specification

  • Previous experience of sourcing, delivering, and managing contracts.
  • The ability to manage staff where required, providing advice and support on development.
  • Proficient IT skills including Microsoft Office and ability to use IT systems and programmes.
If not already held, if successful you will be supported to undertake the following:

  • Hold a minimum of a CIPS Level 4 Foundation Diploma and be working towards achieving and obtaining Levels 5 and 6, including attendance at defence commercial professionalism courses to develop commercial skills and ensure on-going Continuing Professional Development.
  • Achieve Government Commercial Function (GCF) professional standard through Practitioner Level Accreditation Panel.
