What you'll work on

For this role, you will:


  • Inspections of private sector properties, responding to tenant complaints, drawing up schedules of condition & disrepair. Assessing properties in accordance with Housing Health and Safety Rating System and other relevant legislation. Preparation of enforcement notices. Advice and signposting to landlords and tenants.
  • To take appropriate enforcement action, serve formal notices, preparation of proceedings, gathering evidence, interviewing witnesses and attendance at Court/Tribunal/Enquiry/committee. To arrange and undertake works in default as necessary.
  • Assess homes for Disabled Facilities adaptations, working in partnership with Social Services, other health and social care organisations and architects as appropriate.
  • Identifying empty properties and working with team to bring these back into use.
  • Act as technical lead for contractors carrying out housing repair or adaptation functions, including commissioning or developing schedules of work and carrying out procurement in accordance with internal procedures. Assist with monitoring and delivery of such contracts.
  • Identify HMOs, register HMOs and prepare licences where required, inspecting and advising tenants, landlords and others.
  • With the Housing Options Team support tenants to remain in their properties.
  • Advise customers on private sector renewal issues, including home energy efficiency and liaise with other TDC colleagues and outside agencies to ensure the customer receives a full range of advice on services available.
  • Process grants and loans in a timely fashion & in accordance with financial regulations.
  • Production of information to managers to support and inform the Housing Renewal Function including formal returns and responses to Freedom of Information Requests.

  • This contract is for a 3 month period
  • The rate is £30 per hour Umbrella

What we're looking for

For this role, you will need:

Education, Qualification and Training
Essential

  • 5 GCSE's at Grade C or equivalent including Maths & English (and/or be able to demonstrate relevant experience)
Desirable

  • Building/ surveying qualification minimum NVQ Level 4, HNC or similar
  • Housing Health and Safety Rating System
  • Housing enforcement
  • Disabled facilities grants surveying/ processing.

Knowledge
Essential

  • Working knowledge of the Housing Health and Safety Rating System or
  • Working knowledge of disabled facilities grants
  • You must be located in Decvon (Torridge ideally)
Desirable

  • Practical housing enforcement knowledge
  • Grant and loan schemes relating to Disabled Facilities, Home Repair, Empty
  • Homes and Energy Efficiency

Experience
Essential

  • Experience of working in an office environment
  • Surveying / inspections of buildings and the ability to identify adaptation options or defects and appropriate remedies.
Desirable

  • Experience of taking enforcement action in relation to private sector housing
  • Experience of dealing with HMOs including licensing.
  • Experience in Housing with either a Local Authority or RSL or relevant voluntary or private sector housing organisation (including as a volunteer)
  • Experience of assessing/ processing disabled facilities/ discretionary grants.
