Job Description & Person


Role Overview:


You will be responsible for the effective leadership and management of the Building Control Team, ensuring that work on site and on submitted plans satisfy the Building Regulations and associated legislation.


Oldham is currently planning largescale transformational regeneration of the Town Centre and this role will be crucial to support the Council's ambitions.


In addition, there are major development schemes to the value of £115million that require a first class building regulation service having a quality management system with UKAS accreditation.


To lead, motivate and manage all staff in the Team, including, but not specifically limited to appointment; appraisal; training and development; coaching; discipline; and customer care.

To develop and generate new business to support the service with GM and the North West.


Key Responsibilities:


  • To support the LABC Partnership scheme by advising Partners on appropriate solutions for specific projects.
  • To liaise as necessary with other departments of the Council and external bodies and agencies on Building Control and other related issues.
  • Coordination, monitoring and inspection of sports grounds, including liaison with external statutory authorities in order to ensure compliance with the relevant legislation.
  • To take enforcement action for breaches of the Building Regulations and other associated legislation including conducting interviews in accordance with the provisions of the Police and Criminal Evidence Act; the preparation and submission of evidence; and attending court to present evidence.
  • To manage the Council's response to dangerous structures both during normal working hours and outside normal working hours and take appropriate action to render safe any structures found to be in a dangerous condition.

Key Requirements:

To succeed in this role, you will need as a minimum:

  • Degree or equivalent in a Construction related discipline
  • Full membership of RICS / ABE / CIOB or equivalent
  • Ability to offer reasoned advice and recommend appropriate solutions to concerns with plans and during the construction site inspection process
