Job summary:


The Naval Base Commander (Devonport) (NBC(D)) Governance Officer will work as part of the Devonport Programme Integration Office(DPIO), within HM Naval Base (HMNB) Devonport.

This exciting position will provide a challenging and rewarding role that supports the NBC(D) with the co-ordination and administration of critical Management Information (MI).

The DPIO is an exciting and fast-paced environment so you must have experience of working well under pressure with the ability to quickly adapt and respond to changing circumstances.


DPIO sits at the heart of the Devonport Governance Framework (DGF) and is responsible for providing a quality service across the programme, including senior stakeholders via governance and reporting holding the single versions of the truth for programme delivery.


You will support and be responsible to the Governance Manager (GovMan), providing guidance and support on several programme and project management processes, and act as a source of information and guidance to the programme team, internal and external stakeholders.

This position is advertised at 37 hours per week and the office is based at HMNB Devonport.


Job description:

The Naval Base Commander (Devonport) NBC(D) Governance Officer is a key post within the NBC(D) business.

Key areas of the position are as follows:

  • Responsible to the GovMan for the coordination and provision of all MI for DPIO in support of NBC and Director Submarines (DSM) governance requirements.
  • Responsible for identifying issues and deadlines on the Jira platform and notifying GovMan of actions required relating to completion and training.
  • Actively contribute to the continuous improvement of the Jira platform with senior stakeholders, to develop new ways of working that will have a positive impact on completion.
  • To be accountable for the administration of the risk register and ensuring that risks are identified, logged and updated via Project Online (POL).
  • Provide assurance to GovMan on the effectiveness of Risk and Issue management arrangements. Contribute to the internal and external reports on risk and issues and ensure compliance to NBC's risk and issue management standards. To act as the Naval Base Risk Focal point and represent NBC(D) in regional meetings.
  • Build and sustain effective relationships with a range of internal and external customers, providing advice and guidance on completion of Business Plans and Project Initiation Documents (PIDs).
  • Establish and operate controls on behalf of DPIO, reporting on PID and Business Plan progress and status to GovMan.
  • Establish and implement protocols for change control and manage any change to the PIDs and Business Plans and update configuration documents as required.
  • Maintain, update and review as author Business Processes and Naval Base Forms (NBF) relating to Business Case Working Group and Risk.
  • Act as Quality Point of Contact (QPOC) and Business Unit Point of Contact (BUPOC) for DPIO.
  • The post holder is required to work in a flexible way and undertake any duties requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Criteria

  • Good understanding of project and/or programme management tools, techniques including planning, scheduling, risks and issue management and stakeholder relationships.
  • Ability to work flexibly using own initiative, responding quickly and positively to challenges and changing priorities to meet tight deadlines in a constantly evolving environment.
  • Good organisational skills and the ability to develop and implement effective administration disciplines and processes.
  • Ability to interpret, analyse and present numerical, financial, and complex data and evidence from a range of sources, showing attention to detail within this.
  • Experience in managing caseloads and able to adapt quickly to the introduction of new system
