People Strategy and Commissioning (PSC) are looking for two dynamic individuals who are passionate about delivering improved outcomes to support the needs of Warwickshire's residents.

You will progress the delivery of robust and integrated commissioning intentions and frameworks which will encompass extensive needs assessment and evidence-based research, service redesign, market development, efficient use of resources and personalised outcomes for customers, patients, children, families and carers.


You will develop strong and robust partnerships within the Council and with other stakeholders in particular health, to deliver integrated commissioning intentions and strategies and to shape future commissioning activity.

The postholders will embrace coproduction as the basis for all commissioning and project work undertaken.


Birth to 5 Commissioner
Permanent, Full-time 37 hours per week, Agile Working, Salary Grade O, SCP 32.

An opportunity has arisen for a permanent commissioning post within the Family Wellbeing Team, Health Wellbeing and Self-care.

The role is diverse and complex working in an area that includes a range of responsibilities in our Birth to 5 portfolios.

You will gain experience of working with stakeholders and partners across the Local Authority and the NHS and you will lead on:


  • The Development of longterm plans for the recommissioning of the 05 Public Health Nursing Service, to include Stop Smoking in Pregnancy Service, Family Nurse Partnership, Infant Feeding and opportunities for integration with Early Help Services
  • Developing an integrated model for 05 provision across health, early help and children and family's services

Commissioner - Support for People living with Dementia
Permanent, Full Time 37 hour per week, Agile Working, Salary Grade O, SCP 32,


This role is part of the Maintaining and Promoting Independence portfolio based in the Health, Wellbeing & Self-care (HWSC) team.

The role focuses on specific services areas that supports residents in Warwickshire to maintain choice and control over their support and retain independence where possible.


Living Well with Dementia Strategy Warwickshire County Council is the Commissioning Lead for this joint Strategy with Coventry City Council (CCC) and the Integrated Care Board (ICB). The Strategy is being launched this year, with a 5-year delivery plan aimed at delivering objectives against 6 priorities set out in the strategy.


Commissioning and contract management of Older People and Dementia Support Services - Comprises of Dementia Navigator Service - for information, advice and signposting for people living with dementia and their families. Dementia Day Opportunities - Community support for people living with dementia. Older People Day Opportunities - Community support for older people. Residential and Extra Care Assistive Technology Offer.

Our Commissioner for Support to people living with Dementia is responsible for:


  • The management, delivery, and development of the Dementia Support and Older People Day Opportunities contracts on behalf of Warwickshire County Council, and working collaboratively with staff across health and social care
  • Promote innovation and drive opportunities to enhance the lives of people living in Residential and Extra Care through the use of Assistive Technology

Key requirements for these roles

  • Undertaking recommissioning activities aligned to contract terms and the Commissioning Cycle
  • Maintain and delivery effective partnership working with all key stakeholders
  • Monitor and respond to service performance reports in collaboration with the Commissioning Support Unit
  • Facilitation of Joint Delivery Boards in relation to the Strategy for regular submission of information, risks and mitigation
  • Support with other commissioning priorities within the PSC
  • Supporting the Lead Commissioners on a range of projects by providing specialist advice and support in all elements of commissioning, needs assessment and service design to achieve better outcomes.
  • Undertaking recommissioning activities aligned to contract terms and the Commissioning Cycle
  • Maintain and delivery effective partnership working with all key stakeholders
  • These roles will require you to work effectively with a range of stakeholders, internally and externally, have excellent project management skills, and have experience of commissioning complex services
