Job summary:


The Social Mobility Commission (SMC) is seeking a G6 Head of Policy, Government and Parliament to join our successful secretariat team on a permanent basis as soon as possible.

The Social Mobility Commission is a non-departmental public body that is sponsored by the Cabinet Office. We have a responsibility to monitor the Government's progress on social mobility, to improve and advocate social mobility.


The G6 Head of Policy, Government and Parliament reports to the Director of the SMC Secretariat and the role combines team management with strategic thinking in terms of policy and parliamentary reach and influence.


The secretariat is made up of four teams: Senior Leadership, Evidence & Analysis, Policy, Government & Parliament, Stakeholder Management and External Affairs and Operations, Coordination & Governance.

The G6 Head of Policy, Government and Parliament will manage the Policy, Government & Parliament team and sit on the secretariat's Senior Leadership Team.


As a senior and experienced policy professional, you will contribute to direction setting for the secretariat, navigating how to translate our commission's vision into action and helping steer the change management that will be necessary to adapt to our Chair and Commissioners' priorities and ways of working.

You will have exceptional written and verbal communication skills, able to influence and persuade senior team members and stakeholders.


You will be an experienced running a team, ready to develop a talented group of policy advisors across grade levels.

You can guide others through a complex and cross-cutting policy space. This includes developing and supporting team members to become high performing contributors to the SMC's mission.

Job description:


Through their team the jobholder will:

  • Develop a cutting-edge policy agenda for advancing social mobility across the UK, mapping opportunities to drive the issue amongst key government departments, employers and other relevant stakeholders. This would include evidence-based policy positions in line with the Chair's priorities.
  • Set direction and provide leadership across a high performing team (supporting the Director) on a diverse range of issues. You will guide a team, managing one to two Grade 7s and overseeing one SEO, as well as working at times across the team and drawing on other Grade 7s and SEO/HEOs in the wider team.
  • Work with other government departments to review how their policies impact social mobility, including recommending improvements in a manner that is likely to lead to uptake.
  • Build relationships across Whitehall and with key stakeholders, delivering on the SMC's priorities.
  • Deliver highquality written outputs for various audiences including well evidenced, targeted policy briefings, consultation responses, government facing communications, and communications that speak to other key stakeholders (e.g., parents and employers).
  • Network with the wider social mobility community (policy, academia, private sector, think tanks, charities) identifying opportunities for driving Commissioner priorities, including horizon scanning

Person specification:


Essential Criteria

  • Strong track record of leading a policy function from horizon scanning, to developing organisational policy positions with evidence of strong impact influencing practice and culture.
  • Exceptional verbal and written communication, seen through a strong track record of authored briefings and reports.
  • Strong corporate leadership, including a proven track record of managing diverse and large teams (minimum 3 or more members).
  • Experience initiating and directing strategic partnerships with research/policy/academic institutions and thinktanks resulting in tangible shared outputs and outcomes.

Desirable Criteria

  • Significant and demonstrable experience in developing policy positions and working on core social mobility areas early years, schools, further and higher education, the economy and labour market and employment is essential.
  • Experience influencing government (including managing/ influencing the legislative process through regulation, formal consultation
