The Opportunity


Our democracy is at the heart of the UK's success, and the Parliamentary Digital Service's teams are committed to providing world-class support to everyone who works in the two Houses of Parliament.

Our newly formed Product Directorate is working to digitise our democracy by creating, supporting and improving our products and services, and when you join us in this new role you'll be responsible for the vision and strategic evolution of product delivery within the Directorate.


Acting as an ambassador for the product and delivery disciplines across PDS and Parliament, you'll provide leadership to the product delivery job family, including Product Managers and Delivery Managers.

Responsible for the Directorate's delivery objectives, you'll be leading agile delivery in a very complex environment.


You'll also:
- drive us forward on our journey to embed a product mindset across the organisation
- define the strategic direction for product management and delivery, ensuring the development and continuous improvement of user-centred products
- lead on shaping the continuous maturity of product management, embedding changes effectively and at the correct pace
- set a clear outcome-focused strategy and operational model for senior product and delivery roles
- build a healthy, blended team across product and delivery, ensuring roles have clear responsibilities and are collectively striving for success
- optimise delivery flows across the directorate, and act as an escalation point across both in-house and external delivery to manage risk and unblock any issues
- lead, role model and coach the wider team in Agile and Lean practices
- help to shape the strategic direction and vision for Product while working broadly, openly and collaboratively
- be responsible for the progression of the product and delivery job family and its strategic and operational model
- work creatively to build talent pathways across product and delivery with a view to attracting and retaining the best talent
- hold budgetary responsibilities for the product and delivery job family, and lead teams through the full lifecycle


What You Need
If you're a collaborative leader with the ability to develop a long-term vision, strategy, and objectives for complex product landscapes, and if you can realise benefits by linking delivery and improvement back to the business case, then we want to hear from you


You should also have:
- the ability to lead on defining and implementing product management, ensuring the approach is outcome focused and continuously improves
- knowledge of user trends, advances in technology and the product marketplace, and the skills to ensure this informs strategy
- the ability to work closely with leaders of operational delivery teams in digital, data and technology to optimise delivery flow and operations across a complex environment
- the skills to provide leadership across agile, delivery prioritisation, planning and road mapping, ensuring products are managed over their lifecycle
- the ability to build open, collaborative, and trusted relationships across a complex landscape while managing and influencing senior stakeholders
- the ability to build healthy, high-performing teams and act as a leader, coach, and mentor
- the ability to pass security clearance, backed by the right to work in the UK
