Head of Health Economics and Outcomes Research (HEOR)


The Head of Health Economics and Outcomes Research (HEOR) is an exciting opportunity for someone to lead a team of Health Economists and Early Asset Strategists.

In this vital role you will lead and oversee the development of HTA and national access strategies to drive optimal patient access, providing strategic input and developing value tools for the development and support of the Bayer brands.


Key responsibilities:


  • Develop the Health Economic and value strategy across UK and Ireland, taking account of global requirements, for the Pharma, digital and radiology portfolios.
  • Lead the design and delivery of industry leading HTA strategies and submissions to UK/Ireland HTA agencies (NICE, SMC, AWMSG and NCPE).
  • Lead the development of the UK pricing strategy and direct the value negotiations with the Department of Health, NHS Scotland and national HTA bodies to secure optimised funding and access for the company's products
  • Develop a strategic function capable of assessing the development needs of the pipeline for market access and HTA purposes (50 assets in the in the next 5 years) and assess the commercial potential of the assets when directing resources for evidence generation to ensure return on investment and preparedness at launch.
  • Drive and shape local and global processes and decision making for launch and growth products (eg clinical development, regulatory plans, target product labelling, KOL development and brand planning) to maximise success and business impact of UK&I market access, product growth and defence strategies.
  • Specify and continually evaluate the health economic and value resources needed, continually revising these in line with emerging stakeholder environment and ensuring budgets are aligned with company objectives.
  • Lead, coach and develop team members ensuring capabilities remain fit for future and reflect emerging external influences and opportunities.
  • Provide strategic guidance on value and HTA policy and issues, and as such, be responsible for shaping the UK access environment, Bayer global and local product development and health technology assessment programmes to ensure optimal market access and value in the UK and Ireland.

Education, skills and experience

  • Consistent, successful track record in health economics or market access attained either in industry or consultancy/agency


  • Previous HTA experience

  • Ideally experience working with the NICE, SMC or NCPE systems
  • Proven track record of innovative value strategies in a challenging environment
  • Demonstrable successful relationships with HTA bodies and Department of Health
  • Excellent understanding of the NHS and pharma environment in the UK & Ireland
  • Demonstrable ability to influence at all levels, including senior management and decision makers in the NHS
  • Ability to challenge status quo and think at a higher strategic level
  • Strong leadership and coaching experience of teams or projects
  • Strong understanding of strategic pricing and contracting, including innovative approaches such as risksharing deals
  • Ability to review clinical and health economic literature, including disease state information, clinical trial design and results, and pharmacoeconomic studies in order to understand implications for payers
Graduate calibre preferably with a post graduate qualification in a commercial discipline and directly related experience.


This role reports to the Head of Patient Access UK&I and is based in our Reading office with flexible working.
