Applicants should note that DBS has recently undertaken a review of its operational locations in the North West, and will consolidate all activities in Blackpool.

This means that DBS staff will move from both Walker House (Liverpool) and Cheadle Hulme in the late Summer of 2023 and initially relocate to Tomlinson House (Norcross).

A further move, to the new Government Hub at Talbot Gateway in Blackpool, is scheduled to take place in 2026.

As a result, all vacant DBS posts in the North West will be advertised at Tomlinson House (Norcross).

There is, however, an expectation that all DBS staff, irrespective of their agreed duty station, will travel to other DBS and/or MOD site(s), as required, to complete all necessary training and to participate in team or additional collaborative activities - detached duty terms may apply.

Terms of transfer have been negotiated for DBS posts relocating in the North West. DBS also supports Flexible Working, which can be discussed in more detail at interview.


Job description:

Management and delivery of the DBS Digital Information Technology (DIT) Finance & Commercial Programmes of work.

The 2 roles will cover the following areas:

Cognos Planning Budgeting and Finance (PB&F) and Commercial Purchasing and Finance (CP&F) Management Information (MI) Programme and associated development & architecture teams.

PB&F and CP&F MI Programme Customer Lead.
Oracle E-Business Suite Commercial Purchasing and Finance (CP&F) Programme and associated development team. CP&F Programme Customer Lead.


Main responsibility - Both Roles

  • Develop and maintain delivery plans that incorporate all design, build, test and release activities for PB&F, CP&F MI reporting and CP&F into the overall Finance &Commercial Programme.
  • Produce and manage business cases and commercial processes underpinning the Finance & Commercial Release Programmes.
  • Manage the delivery of the specific Programme elements of the Finance and Commercial Release Programmes in conjunction with the Operations and Test Teams.
  • Act as Programme & Development Customer Lead with the Finance and Commercial functions and maintain relationships with key stakeholders: Operational Finance (OpFin); Defence Resources; Defence Commercial and Finance Procurement & Civilian Pay (FPCP)
  • Supply Change KPI/PI Performance Data on a monthly basis.
  • Coach and mentor direct reports, monitor performance levels and ensure these are aligned to MoD and DBS standards.
  • Attend and where required lead governance boards.
  • Drive forward innovation and performance improvements in order to inform measurable performance metrics
