Property Officer (Band 5)
MPA are delighted to be working alongside their large public sector client in the Lisburn area to recruit for a Band 5 Property Officer.
JOB SUMMARY:
The Property Officer will support the Estates Senior Surveyor, Estates Specialist Services Senior Manager Property Assets and Head of Specialist Services in the recording, monitoring and reviewing of all South Eastern Health & Social Care Trust (SEHSCT) property management issues and work projects.
Location - Lisburn
Hours of Work - 37.5 hours per week; Monday to Friday 08:30 to 16:30
Contract - 12 months
Pay rate - £13.84
Main Responsibilities -
- Leased and Licensed property information including rent, service charges, rates, insurance, landlord, tenants, agents etc
- Rates for all SEHSCT owned and leased properties (and exemptions)
- Ground rent
- Site maps and property plans
- Lease/licence agreements
- Condition reports
- Estates Terriers
- Property deeds
- Boundary maps
- Property Finance Initiative (PFI) Project
The post holder may be required to draft Invoice Requisition Forms required by Finance Department to generate invoices and may be required to record costs for Land and Property Services (LPS) and Directorate Legal Services (DLS) and reporting any anomalies.
The post holder will produce standardised documentation relating to the various stages of the lease/licence process as provided in the lease/licence agreement guidance documentation.
- Finance Department in relation to costs,
- Land and Property Services (LPS) in relation to rent valuations,
- Directorate of Legal Services (DLS) regarding lease negotiations,
- With appropriate Trust Officers for utilities related invoices and issues,
- GPs and practice managers in relation to accommodation requests and charges,
- Department of Health regarding reports requested, Trust Headquarters, Estates Officers, Landlords, Tenants, SEHSCT managers.
Provide management reports on a regular basis e.g., Department reports, Senior Management Team updates and produce comprehensive reports and make recommendations on action plans to identify improvements.
Assist in the identification, preparation, supervision, and monitoring of projects along with providing information to contractors in relation to SEHSCT leased and owned property.
Assist in the recording, updating of Estates property data for Key Performance Indicators, Benchmarking and targeting service improvement.To support Estates Officers in the day to day running and management of the IT System (relating to property matters).
To assist in ensuring all aspects of data/system security are maintained and monitored.To participate in data quality exercises to maintain the quality of information recorded on relevant IT systems to undertake the extraction, collation, interpretation, and presentation of information to meet the needs of the Trust, Property Management Branch, etc.
These duties may vary from time to time to meet the needs of the Estates Department.Essential Criteria:

Relevant HNC/HND or equivalent in Estate Management / Real Estate and minimum 24 months' work experience
Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post.
Skills / Abilities:
- Ability to analyse, interpret and present statistical information verbally or in report format by using effective communication skills.
- Ability to organise and prioritise own workload.
- Ability to work on own initiative and as part of a team.
- Knowledge of Administration procedures
- Contract Administration and monitoring.
- Knowledge of Property Management
- Knowledge of statutory requirements, RICS Codes of Practice
- Commercial Lease Code and Service Charge Code and relevant regulatory requirements.
