Interim Rogue Landlord Planning Enforcement Officer - Housing

This opening assignment is for 3 months

Hybrid working The purpose of the role is to investigate alleged breaches of planning. To receive complaints, to carry out site inspections and investigations and to report back. To give evidence in court for prosecutions. Assist in the provision of an excellent, high profile, customer focused planning enforcement service


Key Responsibilities:


  • Work effectively as part of the Council's Housing, Planning and Communities team, delivering corporate objectives through the work of the department.
  • Work as part of multidisciplinary project teams to break down departmental barriers and ensure the delivery of transformational projects.
  • Work with the Assistant Director Planning and Development to ensure services are integrated at the point of delivery and at the strategic planning level.
  • Promote a philosophy of putting service user needs first at every opportunity and to put in place management arrangements that work to action this.
  • Work with key stakeholders in improving service quality and promoting creative and innovative ways of tackling local problems, ensuring services are developed which meet the needs of our community and are accessible to all users.
  • Oppose and where possible eradicate all forms of discrimination, making a positive contribution to managing diversity, both as an employer and service provider.
  • Raise performance by contributing to a culture of continuous improvement.
  • Investigate these alleged breaches, checking internal records from paper and electronic filing systems.
  • Carry out site visits, taking accurate measurements and carrying out interviews with owners and complainants, and recording accurately findings and discussions on site.
  • Report on site inspections, using photographic evidence and the councils electronic filing systems.
  • Liaise and work closely with other enforcement agencies.

Qualifications:


  • Educated to degree standard or equivalent relevant qualification and experience.

Skills & Experience:


  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • Expert knowledge and experience that means you are able to make a significant contribution to development management, and the communities that we serve.
  • An effective and informed communicator able to translate complex information into understandable formats.
  • Flexible to respond to new emerging priorities and be able to manage a number of competing cases.
  • An understanding and experience of enforcement techniques that are used for the collating of evidence for the benefit of other Council departments, public bodies and for Court.
  • Able to work independently and as part of a wider team to professionally develop a career in enforcement.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
