Description
You will be the Head of Insurance and Resilience for the Financial Services Team.

Financial Services has the largest trade surplus of any services sector of the British economy, representing its strength and dynamism.

The team are leading cross-HMG and industry initiatives on insurance and resilience towards systemic risks, such as climate change, cyber-attacks, and pandemics.

It will be your role to work effectively with the insurance industry and the burgeoning insurtech sector, to help the industry take advantage of the growth in need for risk solutions globally, and the need for greater public and private sector collaboration.


This will involve steering a team of civil servants and industry specialists, identifying and supporting British businesses in opportunities overseas; unlocking market access issues; working with colleagues to find the most impactful ways to showcase the UK offer; collaborating across government on the prosperity and development agenda; and delivering on investment into the UK.


The Covid-19 crisis has made clear our vulnerability to the significant economic and social damage wrought by our unpreparedness towards large systemic risks.

The UK is hosting the COP26 climate talks in November 2020, and the job holder will lead on DITs contribution to the Resilience and Adaption strand of work, one of the key four priorities of the UK government.

All of this makes for an exciting, busy and varied job, with the potential for travel.


Job description

  • Someone to guide a highly skilled DIT team in Coordinating and driving DITs global Insurance and Resilience strategy towards key markets and alongside trade policy and prosperity objectives.
  • Contribute to the team's strategy towards Clean and Resilient growth as part of the crossWhitehall Green Finance strategy, ensuring successful commercial outcomes for British business.
  • Provide advice and support to Ministers, including key lines to take on emerging policy, and briefing notes for relevant meetings.
  • Leadership of an account and relationship management programme of strategically important key financial institutions, and foreign investors, working in close collaboration with other teams in DIT and across Whitehall.
  • Be a dynamic member of the DIT Financial Services leadership team; responsible for helping to embed new ways of working, sharing best practice, and driving forward performance, giving direction and input to colleagues across DIT in Whitehall and Overseas.

Resources Managed

  • Direct management responsibilities for a dedicated team of civil servants and industry specialists. (1 x HEO), at least 1 industry specialist.
  • You will be accountable for a proportion of the overall team budget and resources.
  • Indirectly, you will need to embody best practice and demonstrate thought leadership, both in the team and to the global post network.

Hybrid Working
Please be aware that this role can only be worked from within the UK and not overseas.


Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.


Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average.

If your office location is London, you will be eligible to receive London weighting.


Person specification

Essential Criteria

  • A track record of management and delivery through collaboration and partnering in complex environments / A positive, resilient, flexible, and adaptable "cando" attitude that can see way through challenges.
  • Private sector knowledge, or within a private sector orientated part of UK Government, including insurance, resilience, or climate risk.
  • Stakeholder management skills.
  • Experience in client facing roles (managing businesses, understanding issues, and pursuing strategies together).
  • Strong Interpersonal skills, ability to work successfully in multicultural teams and across boundaries.
  • Proven management skills, ability to build the skills and capacity of teams.
  • Experience in managing budgets.

Desirable Criteria

  • Experience in delivering foreign direct investment into the UK and selling UK Plc.
  • Appreciation of the social, economic, and political dynamics of trade policy and the potential impact of COVID 19 on global economies.
  • Market access / trade policy experience.
  • Sector experience.
  • Overseas experience.
