HEAD OF HIGHWAYS AND TRAFFIC - LOCAL AUTHORITY

PURPOSE OF JOB


Accountable to the Assistant Director (Strategic Transportation) for providing an effective, comprehensive and integrated civil/municipal engineering service across the borough and to lead on matters related to the movement of people and goods on the highwaynetwork.


Specifically provide a co-ordinated approach to the use of the highway, and the network co-ordination role, taking the role of Traffic Manager and to the development and implementation of programmes to improve road safety, accessibility to, and movementon, the highway.


To manage staff (including temporary staff) and contractors and consultants allocated to these ends, including ensuring adequate cover is provided to deal with the service delivery as required.


PERSON SPECIFICATION/SELECTION CRITERIA

We are looking for someone who can:

  • Lead a diverse team, with a wide range of roles and work styles
  • Think strategically and help develop policies and programmes that deliver the Council's Corporate and Transport Strategies
  • Establish and manage a robust programme and budget, including funding bids
  • Provide uptodate advice on all traffic related technical, legal and policy issues
  • Work collaboratively with other teams, internal and external stakeholders

This is a key role forming part of the wider Transport management team. To join us, you'll need extensive experience in asimilar role, and managing substantial budgets. You'll have strong technical expertise, programme management, communication, finance, stakeholder management and team leadership skills.
