Chief Digital Asset Officer

Supervision (Financial Technology) Department

This is a key role for the Authority and the post-holder will be responsible for:

  • Contributing to the development and implementation of the BMA's strategy and policy (specifically regarding the adoption of supervisory technology)
  • Managing Departmental risk reviews designed to evaluate licensed entity's compliance with existing laws, regulations and BMA policies
  • Managing departmental research in areas of financial services, regulatory regimes, and technology innovations with the view of identifying global and local trends and recommending and/or assisting with legislative and/or policy development and/or informing supervisory activity
  • Working closely with the BMA's Information Technology and Data Science & Artificial Intelligence Teams
  • Advising other supervisory units on both the adoption of supervisory technology and general supervisory innovation and approaches ,e.g. regulatory sandboxes, open artificial intelligence, digital asset convergence, etc.
  • Reviews and evaluates situations where projects or timecritical tasks may be achieved through outsourcing and overseeing/monitoring all such approved activities involving consultants ensuring desired results are achieved within budget
  • Managing the liaison between the Department, other supervisory units, Policy and International Affairs and the Board's Legislative & Policy Committee, as well as the BMA's consultation with various stakeholders on financial technology and policy and legislative matters
  • Representing the BMA, as requested, at various local and international meetings, conferences, and seminars involving meetings and information exchanges with regulatory bodies, government agencies and the financial services industry whilst keeping abreast of industry trends
  • Providing firstline leadership to a team
  • Motivating, monitoring performance, and overseeing the development of team members in the achievement of departmental objectives
  • Carrying out other related work and special projects as assigned by management
  • A Master's Degree or equivalent qualification in Finance or Technology from a recognised institution or professional body
  • A minimum of fifteen (15) years' relevant postgraduate experience, of which at least five years should be at a senior level working within a financial services regulator with specific emphasis on financial technology, including digital asset and distributed ledger technology
  • Sound understanding and knowledge of both the digital asset and distributed ledger technology and international financial service regulations as they relate to digital assets
  • Strong administrative, organisational and project management skills
  • Excellent management, leadership and interpersonal skills with the ability to build and maintain key relationships interorganisationally and with government bodies, regulated organisations and the technology industry
  • Collaborative and diplomatic with excellent judgment and communication skills
