Background


The Northern Ireland Office represents Northern Ireland interests at a UK Government level and UK Government interests in Northern Ireland.


We have a wide range of responsibilities, including:

underpinning political stability in Northern Ireland; overseeing the Northern Ireland devolution settlement; leading on national security policy in Northern Ireland; addressing the legacy of Northern Ireland's past; delivering elections and constitutional reform in Northern Ireland; playing a key role in rebalancing the NI economy; representing NI interests, including on the border with Ireland, following the exit from the EU.

ABOUT THE ROLE:

This is one of two SEO Finance Business Partners in the Northern Ireland Office.

You will lead on providing Finance Business Partnering support to our core business areas and sponsored bodies which cover a range of policy areas.


We are a small department, so this role offers the opportunity to get involved in a far wider portfolio of work than might otherwise be the case in larger departments.

The role also provides the opportunity to work on more strategic matters, such as business and financial planning, Spending Reviews and Main/Supplementary Estimates, and managing our relationship with HM Treasury Spending Team.


DUTIES AND RESPONSIBILITIES:

The main responsibilities of the role include but are not limited to:

  • Deliver finance business partnering services to senior officials and teams across the business, and within our Arms' Length Bodies, building strong working relationships to support deeper financial insight and control.
  • Deliver the annual financial management lifecycle, supporting strategic financial planning, budget setting, variance analysis and investigation, reporting informed forecasting, and monthly management accounts.
  • Advise the Board, Executive Committee, Ministers, and SCS through reporting and briefings, including on the department's financial position and risks.
  • Manage the department's relationship with HM Treasury Spending Team, including regular engagement and managing the Mains Estimates, Supplementary Estimates, and Spending Review processes.
  • Provide finance project support to high priority projects across the Department, to ensure they are run in a financially sound, rigorous way.
  • Support and challenge teams in developing business cases and investment appraisals.
  • Continuously improve service delivery through feedback from our customers.
  • Actively seek to streamline processes in order to drive efficiency both within Finance and for internal clients

ESSENTIAL CRITERIA:


  • Full CCAB/CIMA qualified accountant
  • Experience in managing and analysing budgets, forecasts, and financial plans
  • Experience of building positive and effective working relationships across a wide range of stakeholders
  • Experience of translating financial information and ideas to nonfinance stakeholders, tailoring communication style to a range of audiences
  • Highly numerate with strong financial analysis skills
  • Experience of drafting board reports/papers to reflect key messages and advice to senior management
  • Demonstrable experience of monthend and yearend
