DLUHC is at the heart of this Government's central domestic agenda to level up and revive the fortunes of overlooked parts of the country.

DLUHC's Levelling Up Group oversees Levelling Up across government monitoring progress against the twelve Levelling Up missions and delivering on two of them - wellbeing and devolution.

This Group is supported by two G6 Heads of Finance, and two teams of Finance Business Partners and Management Accountants.

One of these Heads of Finance jobs has become available.

This is an exciting, high-profile role, working directly with our most senior policy stakeholders, Directors, DGs and the Permanent Secretary on challenging policy issues at the heart of the government's agenda, and on major programmes such as the £2.6bn UK Shared Prosperity Fund and £4.8bn Levelling Up Fund.


Job description:


As a Head of Finance covering Levelling Up Major Programmes and our Union responsibilities, you will be a trusted advisor to DGs, Finance, and the Accounting Officer on the Government's critical priorities around Levelling Up.

You will lead a small team of finance professionals that provide finance business partnering support and financial management.

You will be responsible for ensuring high quality financial reporting to stakeholders, providing constructive challenge, and offering insights that drive the agenda.

As a team leader, you will actively champion a culture of collaboration, diversity and inclusion, and professional development amongst your staff and wider teams.

You will need to embody a collaborative, partnership approach in how you work with policy colleagues, finance colleagues and the other Head of Finance covering Levelling Up Group.


You will lead financial advice to your Group on their policy or delivery agenda, including helping to build the case to secure major new investment in upcoming Budgets and Spending Reviews.

You will lead the financial advice to the teams taking these new policy measures through business case development and into implementation.

You will also support the Group in forecasting accurately, helping us to better track and accelerate delivery.


You will become a trusted financial adviser to the Director General, the Chief Financial Officer, and their respective senior teams.

In doing so you will need marry being a confident enabler to policy ambitions with ensuring the AO is protected, risk is effectively identified and mitigated, and the principles of Managing Public Money are upheld.

Working to a Deputy Director, your responsibilities will include, but may not be limited to:

  • leading and managing a small team of Finance Business Partners and Management Accountants to provide a top-quality service to the Department
  • setting clear roles and responsibilities, enabling flexibility to changing requirements, and developing your staff;
- building strong and trusting relationships with the most senior policy customers, helping them to navigate departmental, Cabinet Office, and HM Treasury requirements;
- providing expert business partnering support for new policy development - ensuring taxpayers' money is spent well;
- safeguarding and providing advice for our Accounting Officer (the Permanent Secretary, who is accountable for ensuring propriety, value for money, feasibility and deliverability in policy development and delivery);
- evaluating business cases and facilitate approvals within the department and by HMT;
- ensuring the monthly reporting and forecasting process furnishes Directors and Directors General with necessary performance information for decision-making;
- working closely with HR Business Partners to assist Directors in managing their admin budgets;
- managing and overseeing team members, supporting their development and performance; and
- participating in Finance through our corporate workstreams, such as Diversity and Inclusion.
