An exciting and challenging opportunity has arisen within the SEROCU HUMINT team for Covert Human Intelligence Source (CHIS) Controller who has a good knowledge and experience of CHIS recruitment and management in support of serious and organised crime.


The use of CHIS to infiltrate organised crime groups is a well-established and legitimate tactic in the fight against serious and organised crime.


As the Controller, you will supervise the SEROCU HUMINT team and be responsible for directing the team on the recruitment of CHIS.

This will be focused on regional priorities and current SEROCU investigations with the objective of gathering intelligence against those individuals and organised crime groups engaged in serious criminality and presenting the greatest threat, risk and harm in our region.


You will be asked to demonstrate flexibility regarding working hours in line with operational demand and occasionally this may require working away from home.

You will also be part of an on-call rota, in order to ensure and maintain the welfare of handlers, duty of care to the CHIS and facilitate the flow of fast-time intelligence.


It is the requirement of the role that you must be trained to National Standards or have the ability to successfully complete a nationally accredited Controllers Course.


Responsibilities

  • Manage the CHIS recruitment strategy in line with Regional control strategy and SOC priorities within the South East Region.
  • To undertake the direct line management of a team of CHIS handlers working within the SEROCU.
  • To actively manage the use and conduct authorities of all CHIS's under their control, ensuring that the required authorities are in place at all times.
  • To actively and continuously progress ongoing professional development through a structured training programme in conjunction with our partner agencies.
  • The ability to work out of hours, and be part of an on call rota, in order to ensure and maintain the welfare of handlers, and duty of care to the CHIS and facilitate the flow of fasttime intelligence.
  • Conduct all responsibilities in strict adherence with all relevant legislation, codes of practice, standards, protocols, procedures and guidelines.

Required knowledge/skills
Essential

  • Able to demonstrate a clear understanding of RIPA and CPIA.
  • Ability to evidence practical risk management experience in a covert policing environment.
  • Trained to National Standards or have the ability to successfully complete a nationally accredited Controllers Course.
  • Strong Leadership Qualities as well as a proven operational background.
  • Proven ability to set high ethical standards and maintain discipline.
  • Ability to demonstrate previous Partner Agency working.

Additional information

  • The post requires frequent access to the sensitive intelligence material. The post holder must have a high level of personal integrity and will be required to successfully achieve and maintain security vetting to SC/MV standard.
  • Able to demonstrate flexibility, motivation and commitment, and be prepared to travel regionally and nationally both for operations and strategic work. To be flexible with working hours to meet the requirements of the role (Essential).
  • Support the provision of a controller on call function on a regional basis. (Essential).
  • Trained to National Standards or have the ability to successfully complete a nationally accredited Controllers Course.
Training can be provided on appointment.
