Description

Applications are invited for the full-time post of Chief Executive, Wessex Reserve Forces' and Cadets' Association (Wessex RFCA) based in Taunton.

This is a Crown Service (Civil Service Grade B1 equivalent) post that will become vacant on 30 September 2023.

Wessex RFCA. The Reserve Forces' and Cadets' Associations (RFCAs) are central government bodies with Crown status, each with its own scheme of association, drawn up by Defence Council regulations under the Reserve Forces Act 1996 (RFA 96). The RFCAs are arms-length bodies from the Ministry of Defence (MOD) with a central secretariat based in London, the Council of RFCAs (CRFCA).

One of thirteen regional RFCAs, Wessex RFCA exists exclusively to provide support to specified components in Defence.

The Association's overall objective is to promote the armed forces to the widest possible audience and to support the reserve and cadet forces in the South West region in particular.

The Wessex RFCA area of responsibility includes:

the counties of Cornwall, Devon, Dorset, Gloucestershire, Somerset, Wiltshire; the City and County of Bristol; and the Channel Islands.

Wessex RFCA has a small full-time head office in Taunton.

The Association supports the MOD through 3 main pillars of work:
a. Infrastructure. Providing the facilities within which our reservists and cadets meet and train, with nearly 280 sites and over 800 buildings across the region;
b. Engagement. Engaging with the community and especially with employers, seeking to gain the latter's support for the wider Defence community through the Armed Forces Covenant;
c. Cadets & Youth.

Supporting youth and cadets including marketing and publicity for the adult volunteers and the promotion of the MOD-sponsored cadet movement in the region.

A specific task is to provide a professional support staff in each county to take the administrative and logistic burden off the Army Cadet Force adult volunteers.

Finally, and importantly, there is an extensive volunteer Association membership which provides our links with the communities in which reservists and cadets live and work.

The Chief Executive

The Chief Executive is responsible for the broad gamut of the Association's enabling tasks, engagement, stakeholder management and influence and activities across the South West and beyond.

Applicants should have Service staff and command experience, or civilian equivalent. Knowledge and understanding of the Reserve Forces, Cadet Forces and MOD budgetary procedures would be highly desirable.

Application. Applicants should forward a covering letter together with a CV, each of no more than two pages, demonstrating how they meet the essential requirements of this position and why they consider themselves suitable, indicating their interest and motivation to assume this role. Applicants are encouraged to make contact with the Chief Executive and, on request, will be sent further information on Wessex RFCA.

Conclusion. Wessex RFCA is a diverse and busy organisation. The appointment of Chief Executive requires commitment, motivation and energy. It requires an individual with flare and imagination to take forward the work of the Association as an enabling organisation that is fully capable of supporting and representing the Reserves and Cadets, as well as the wider interests of the Armed Services and Defence for the future. They need to enjoy engaging with people of all backgrounds.
