Job summary:

The DCMS Public Bodies, Appointments, Honours & Awards (PBAHA) Team sits in the Corporate Strategy Directorate. The Corporate Strategy Directorate provides strategic oversight of the department including on governance.


The team, led by Deputy Director Gemma Brough, plays a crucial role in overseeing over 400 public appointments, implementing the framework for how DCMS works with its Public Bodies and utilising the honours and awards system to celebrate the, successes of those in our sectors.


Working closely with sponsor policy teams across the department and their Public Bodies, the team ensure the processes meet the business and policy objectives of DCMS Ministers, the Cabinet Office, the Palace and No 10.


Job description:


Head of Public Appointments key responsibilities:

  • Co-leading a team of 8 and directly line managing up to 4 Campaign Managers to ensure effective and high quality campaigns are run at pace across the all Chair and Trustee appointments in DCMS Public Bodies;
  • Effectively lead the team to deliver agreed priorities and stretching objectives and ensure they are supported in their work and their development;
  • Developing and maintaining close relationships both within DCMS and externally, effectively resolving emerging issues to achieve good outcomes and ensuring DCMS's high standing reputation is maintained; and,

Head of Honours and Awards key responsibilities:

  • Effectively lead a team of 6 (and support recruitment and induction of new team members);
  • Oversee the successful delivery of two honours rounds annually in line with department and Ministerial priorities;
  • Oversee the successful delivery of the annual Queen's' Award for Voluntary Service;
  • Oversee delivery of any prospective changes to Qavs (including a change in date and name) and ensure these are communicated to key stakeholders effectively;
  • Maintain effective relationships both internally and externally; and,
  • Ensure effective budget management of the QAVS programme budget; and effective contract management for both QAVS and Honours databases.

  • Strong leadership and management skills able to support a team to understand how their work fits with the bigger picture, motivate staff under challenging circumstances and deliver the absolute best from a talented group of individuals;
  • Resultsfocussed and pragmatic and able to deliver outcomes which meet strict regulatory and governance standards, and continually build on and improve current processes;
  • Strong stakeholder management skills, with a focus on building and strengthening relationships at all levels of the organisation and ability to maintain an effective network both in and outside the department;
  • Proactive in identifying potential barriers or tensions and can demonstrate creative problemsolving skills, often required at pace;
  • Excellent interpersonal and communication skills and ability to communicate persuasively and negotiate solutions confidently with Ministers, Senior Civil Servants and external stakeholders;
  • Resilient and adaptable, comfortable dealing with complexity and ambiguity, remaining calm in pressured situations and able to cut through this to provide clear direction and clear advice to senior stakeholders
