We are looking for a Senior Commissioning Officer (Permanent PO2) to join the Working Age Adults (WAA) Commissioning Team in Adults and Health.

The new post-holder will be working within the Learning Disability sector.

The focus of this role is on supporting external providers to run good quality accommodation services - celebrating strengths and achievements and providing support to improve any areas of challenge as a 'critical friend' to providers, working in partnership with social work colleagues.

There will also be opportunities to take part in commissioning activities, for example service consultations and reviews, to inform future service provision in the city.

All of our roles across the team are flexible and the work programme is re-organised occasionally to make the most of everyone's strengths.

The Working Age Adults work programme will consist of the following:
Contract management, quality assurance of a range of services and providers within Working Age Adults Commissioning
Line management, support and development of Commissioning Officer (SO2) (as appropriate)
Work alongside health colleagues (ICB) and social care colleagues on shared outcomes and priorities (Transforming Care, LD Pooled budget, Mental Health Accommodation review, Bespoke provision)
Work on a wide range of contracts and commissioning work streams for Learning Disability, Mental Health and Physical and

Sensory Impairment

This will involve work towards costing/funding of services, reviews and recommissioning of existing and new contracts, grants and services
Support the team in achieving outcomes around equality, diversity and inclusion through making individual contribution and advocating for people's rights as opportunity arises


Key post requirements include:

  • Ability to undertake contract management with external suppliers, promoting good practice in relation to delivery of personcentred care
  • Ability to develop productive working relationships which create respect, trust and confidence and act as a 'critical friend' to providers
  • Ability to participate in management of programmes and projects
  • Ability to be proactive and wellorganised in your own workload, prioritising tasks, sharing relevant information with managers to flag up any risks as needed
  • Ability to communicate confidently, with a cando approach
  • Ability to analyse and interrogate a range of varied and complex data using a variety of methods, including relevant IT software, to inform future delivery and planning experience using Excel and CIS Apex would be useful
  • Ability to improve service quality and support a culture that drives up standards and performance
  • Ability to understand financial and service hours information, working towards budget efficiencies and ensure value for money on
Council spend

Line Manager:
Post will be line managed by one of the Commissioning Managers in the LD Sector. We use matrix management.

About the WAA team:

Working Age Adults (WAA) Commissioning team brings together commissioning and contract management (quality assurance) for commissioned adult services for people with learning disabilities, mental health needs, neurodivergence and/or physical and sensory impairments.

We are an integrated commissioning team with health (Integrated Commissioning Board, used to be Clinical Commissioning Group).

We are a values-driven, supportive and creative team who are involved in high profile cross-directorate areas of commissioning across Leeds.
