In a major new step for nature recovery, the Environment Act 2021 introduced a statutory requirement for long-term legally binding targets for biodiversity, water and air.

The targets include improving the health of our rivers, cleaning up our air and halting the decline in our wildlife populations.


Significant developments are required to deliver the Biodiversity Net Gain (BNG) target to ensure lasting benefits for wildlife and people.

The Biodiversity Metric and associated work are key tools that support BNG delivery and a priority work area within Natural England and amongst our stakeholders.

The Biodiversity Metric is a decade in development by Natural England and partners.

The latest Biodiversity Metric is currently being finalised and will be published in Spring 2023 together with the simplified metric for Small Sites and an Environmental Benefits from Nature Tool.

It will be owned by the Secretary of State and will be legally mandated for measuring Biodiversity Net Gain as of November 2023.

Our team of Metric Specialists is growing, and we are looking for two Specialists to join our team.


Steve Panks, a Natural England Principal Specialist in Biodiversity Net Gain says about the role:
"I work closely with a virtual team across the Defra family, including colleagues in other Natural England teams, Defra, the Forestry Commission, the Environment Agency and with a range of Natural England's habitat specialists, sharing knowledge, evolving evidence and guidance and working collaboratively towards common goals. I also work with a broad range of external organisations, including Non-Governmental Organisations (NGOs), ecological consultants, developers and local authorities.


I feel hugely supported in my role and I am actively encouraged to continually learn and develop in a way that ensures that I can make an ever increasing and rewarding contribution towards conservation".


Key tasks


The balance of the key tasks for each role will vary and will depend on the needs and priorities at the time.


  • Build capability in the organisation, using your role in internal networks for information exchange with colleagues across Natural England in the scoping and development of environmental metric and calculator tool needs.
  • Build internal and external capability by developing and delivering training packages for developed metrics.
  • Comanage the netgain and metric mailboxes signposting to relevant guidance, addressing metric and netgain questions, problem solving and capturing feedback.
  • Support the scoping and development of existing and new metric tools such as for; environmental benefits for nature, natural capital accounting, marine net gain, and tools to meet measurability needs for Defra delivery of the Environment Act habitat and species targets and indicators.
