Description

We are looking for a skilled Investigations Officer to investigate suspected fraud, corruption, theft and irregularity within / against the Council.

Using detailed theoretical, practical and procedural knowledge to investigate cases involving potential fraud against the public purse - Housing Benefit, Council Tax Reduction Scheme or other welfare benefit fraud, in accordance with best practice and regulatory compliance.


What you'll work on
To implement specialist investigative techniques required by law to carry out investigations into a technical and complex area. Paying due regard to legislative and regulatory requirements.


Conduct interviews under caution in accordance with the Police and Criminal Evidence Act 1984 and council policies and procedures - working alongside partner agencies when appropriate, using counselling, negotiating and persuasive skills in order to adopt the correct course of action.


To exercise highly developed interpersonal skills in order to meet the challenging needs of customers and stakeholders e.g., internal departments such as Revenues and Benefits and Legal Services.

External liaison with the Department for Work and Pensions through the Single Fraud Investigation Service. Liaison with other Local Authorities, the Police and prosecution organisations. To maintain high levels of communication in order to adopt a cohesive approach.


To maintain accurate, detailed case files - comprising of interview records, telephone calls and correspondence completed and retained on the case management system.

Attend court as a witness where appropriate using the appropriate skills to convey information and represent the Council.


Assist the Senior Corporate Investigation Officer in the execution of their duties including the provision of advice and guidance where necessary.


Work in conjunction with Internal Audit to undertake works in relation to investigations from the National Fraud Initiative on a risk-based approach, including the investigation and recording of outcomes.

Liaison with other Councils to provide information to assist with their investigations as part of agreed data sharing protocols.


Where you'll work
Hybrid - Office base is Sand Martin House. Occasional joint interviews at DWP Offices, Peterborough


A few things to note

  • The rate for this role is £20.94 per hour (umbrella)
  • 12 weeks initially with potential to extend could offer perm
  • Fraud specialism qualification is a must

What we're looking for

KNOWLEDGE

  • Detailed theoretical, practical and procedural knowledge of rules in claiming welfare benefits
  • Housing Benefit, Council Tax Reduction Scheme and other Social Security Benefits.
  • Detailed theoretical, practical and procedural knowledge of the rules governing the collection of evidence, interviewing under caution and legislation relating to investigation work.

SKILLS & ABILITIES

  • Developed interpersonal skills in order to liaise effectively with customers and stakeholders and to provide guidance in this specialism.
  • Ability to interpret legislation and make sound judgements in order to arrive at the correct solution.
  • Ability to manage personal caseload.
  • Ability to produce complex reports that support any decision to proceed through the judicial system and also support the team's Service Delivery objectives.
  • Ability to deliver under pressure and to tight deadlines within a challenging environment.

EXPERIENCE

  • Proven experience of investigative work covering Benefit Fraud investigations including interviewing under caution and preparing cases for sanctions/prosecutions.
  • Experience of working in a challenging environment.

QUALIFICATIONS

  • Accredited Counter Fraud Specialist or equivalent investigative qualification.

PERSONAL CIRCUMSTANCES

  • Ability and willingness to travel to various sites and places as required.
