Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Cabinet Office Central Commercial Teams commercial team delivering departmental objectives.


Job description:


  • Market Health and capability assessment is a key policy in each of the Playbooks. The Market Health Team assesses the health of markets from which the public sector sources suppliers. They help contracting authorities assess their service requirements. They analyse markets and sectors and help contracting authorities that rely on these markets to manage the market better, to evolve robust, reliable and competitive suppliers. The team deliver Market Health Assessments for complex, contentious or firsttime procurements.

Person specification:


The post-holder will be responsible for:

Strategy and leadership

  • Lead the small team for market health within Markets and Suppliers.
  • Act as lead contact for Market Management and Market Health Assessments across government.
  • Manage the priority, scope and work programme for the delivery of market health processes and outcomes, resulting in assured procurement decisions.
  • Participate in meetings with senior industry leaders from strategic suppliers and senior civil servants to help deliver the objectives of Markets and Suppliers.
  • In the event of contingency planning required for a market in distress to play a central expert role in working with departments to mitigate the situation.

Managing people and teams

  • Day to day management of the Market Health team. (currently only 1)
  • Identify capability and resource requirements for the embedding of good practice for the assessment and management of markets into HMG.
  • Work to develop these capabilities and resources within Markets, Sourcing and Suppliers and across the commercial community within HMG.
  • Leading the development of the Market Health Assessment programme within Markets, Sourcing and Suppliers

Performance and commercial outcomes

  • Engage with the Government Commercial Function and contract managers across Government to deliver robust, insightful and accurate assessments of market health in key markets.
  • Establish and maintain a network of key contacts across Government to ensure ongoing use of the assessment process.

Essential Criteria:


  • You will have an experienced background in commercial, ideally with experience of industry and understand competition issues.
  • Understanding of key strategic, complex or fragile markets to provide meaningful analysis and insight to senior stakeholders.
  • You will have effective communication skills and be able to engage convincingly with a range of senior stakeholders to explain complex issues through verbal and written briefings.
  • Ability to use your project management experience to proactively define and plan projects identified by senior civil servants and to lead project teams in delivering successful outcomes.
  • Ability to develop a defined process for a complex task, and to roll this out across a user and customer base.
  • Experience of coaching, to provide advice, guidance and coaching to new or more junior members of the team and across HMG.

Technical skills:
