RSR Housing are currently recruiting on behalf of our client based in Manchester for a Commissioning Officer.


The Homelessness Commissioning Team sits in the Homelessness Service and is responsible for the delivery of commissioning activity across several areas of homeless provision, including housing related support, advice, and domestic violence and abuse services.


The purpose of this role is to contribute to the development of wider homelessness services and strategies, supporting the service to ensure that services are strategically relevant, meet identified needs, and are good quality/value for money.

They will work closely with colleagues in the Commissioning Team, including the Service Manager and Commissioning Manager, as well as other colleagues in Homelessness, providers, and people using services.

This is a full-time, temporary (3-months initially) role offering a salary of £19.09 per hour.


Main Duties:


  • Contract Management manage performance in line with contract and service specification, and ensure that timely and appropriate moveon is delivered as a key contract requirement in accommodation services.
  • Procurement supporting the Homelessness Commissioning team to commission delivery partners and provide expert consultancy support as appropriate via the appropriate framework.
  • Developing and maintaining strong collaborative relationships with internal and external partners and stakeholders as appropriate for the project.

Essential Requirements:


  • Experience of the contract management of commissioned services, and of managing and improving performance in line with service specifications and KPIs.
  • Good communication skills.
  • Good planning and organising skills, and the ability to manage and progress a busy workload.
  • Ability to identify patterns and trends that may impact on decisions and propose realistic conclusions identifying the risks and any assumptions made.
  • An understanding of the issues around homelessness and housing in Manchester (DESIRABLE).
