What you'll work on
You will effectively promote and, where appropriate, enforce community safety and street scene across the district ('Community safety' refers to protecting the community from crime or anti-social behaviour, reducing the fear or perception of crime, supporting victims, reducing offending and tackling the root causes of crime and disorder, including drugs and alcohol. 'Street Scene' refers to fly tipping, abandoned vehicles and dog control).

Your primary responsibility is to prevent or identify anti social behaviour problems early and deal with them swiftly. This will protect community life, maintain people's sense of safety and wellbeing.


Main duties:


  • You will undertake initiatives to reduce criminal and anti-social behaviour without the need for enforcement action such as by supporting third party organisations who are seeking to secure local social or economic change to tackle the root causes of anti-social behaviour.
  • You will carry out initiatives to promote the Council and the service.
  • You will support staff training and peer reviews.
You will be appointed to act or speak on behalf of the service on:
(i) Project teams.

(ii) Specialist sub-groups.

(iii) Multi-agency task teams.


  • You will supervise contractors who are engaged by the service.
  • You will collaborate with other agencies and organisations and, with colleagues across this Council and Torridge District Council to carry out joined up consistent enforcement interventions (e.g. with Planning, Building Control, the ASB Hub, Housing Benefits RSL's) and to develop and improve joint projects and ways of working.
  • You will develop reassurance and support schemes for victims of crime and anti-social behaviour.
  • You will assist third parties in raising funds and other resources to implement local action plans.
  • You will support the service in meeting its on-call/emergency responsibilities by providing advice by telephone and on-call cover outside of your normal working hours.

What we're looking for

  • An experienced EHP/Technical Officer, capable of hitting the ground running
  • Working as part of a Team, regulating community safety and street scene across the District.

1. Education and qualifications
You will be educated to at least first degree level in a related discipline i.e. crime, environmental health, housing, probation or youth justice or equivalent in experience.


2. Professional recognition


You will hold graduate or full membership of an appropriate institution (Chartered Institute of Environmental Health, Chartered Institute of Housing).


3. Core regulatory skills

You will be competent in the following areas:
(i) The assessment of risk.

(ii) Planning your own work effectively to meet our organisational requirements.

(iii) Promoting compliance and exercising professional judgement, as appropriate.

(iv) Providing advice and influencing.

(v) Interviewing people formally or informally.

(vi) Enforcing relevant legislation, including the accurate drafting and service of Notices.

(vii) Working effectively with businesses and establishing positive relationships.

(viii) Partnership working with other stakeholders.

(ix) Pro-actively acquiring knowledge to support your work.

(x) Identifying your own learning objectives and putting plans in place.

(xi) IT, literacy and numeracy.


4. Technical and legal knowledge


You will have sufficient technical and legal knowledge across the functions of community safety and street scene to regulate effectively.

Your professional competency will satisfy the requirements of Central Government and/or relevant professional bodies.


5. Equality and Diversity


You will have sufficient legal knowledge on equality and diversity issues to ensure that you can support fair and equitable access to the Council's services.

£50.00 per hour
