Hackney Parking Services are often leading the way in the parking industry with the main focus on best practices and performance.

Hackney Council has managed to be the number one borough in Penalty Charge Notice (PCN) appeals for two years running.

Hackney was one of the first Councils in the country to implement School Streets and Ultra Low Emission Vehicle zones - all of which are enforced by the parking enforcement team.

Recently, the Council has brought in-house the parking enforcement operations after over two decades of the service being outsourced.

An amazing opportunity has arisen to recruit into brand new apprentice positions that will be pivotal in supporting the delivery of the newly insourced parking enforcement service and a great opportunity to learn new skills, experience and public sector enforcement.


In this challenging and rewarding apprenticeship, you will have the necessary communication and networking skills to work directly with residents and key partnering services.

Your "can do" ethos, unparalleled organisational skills, problem solving abilities and exceptional skills in dealing with conflict will empower you to manage a varied caseload, and collaborate with others to address support needs and achieve positive outcomes whilst working to obtain new qualification.


You will be part of the team working in an agile context and have the ability to work routinely from different locations across Hackney, outdoors in all weather, to best meet the needs of the communities that we serve.


Day to day you will undertake the statutory duties of Civil Enforcement Officer under the Traffic Management Act 2004 in enforcing moving traffic, bus lanes and parking contraventions via CCTV.

Processing relevant administrative functions in relation to CCTV team such as processing of CCTV scheme permits and logs on the performance of such schemes.


As part of this apprentice position you will study the Public Sector Compliance Investigator and Officer (Level 3) which will provide you with understanding, investigating and negotiating skills with individuals and organisations who, by accident or with intent, may not be complying with or are deliberately evading regulation or law.

There will also be a number of opportunities to shadow different parts of the department to gain new knowledge and understanding of the statutory duties the Council has.

You will also be required to complete CCTV Traffic Enforcement BTEC Level 3 at the start of your apprenticeship.

Eligibility for this apprenticeship:


You must be 18 years old or over.

For this position, you will either**:
Already hold at least a Level 2 or GCSE A*-C / 4-9 in Maths and English

OR

Be willing to complete this during your apprenticeship training.


You will not be eligible for the apprenticeship if you
already hold an equivalent level Business Administrator
qualification.

You must also meet at least one
of the additional set criteria for eligibility for our apprenticeship positions:

  • You are a current resident of the London Borough of Hackney
  • You are a current student at a Hackney education institution (school, college, university, PRU/alternative provision, Adult Learning provision)
  • You are a former student at a Hackney secondary education institution and completed at least one GCSE or equivalent Level 2 qualification there
  • You are a current or former recipient of Hackney leaving care services.

To access Apprenticeship training funding you must also:

  • Hold a British/EEA passport or have permission from the UK government to live in the UK AND
  • Have been resident in the UK or EEA for at least the last three years. If you are a resident of the EEA, you must have settled or confirmed settled status in the UK.
