The post holder will have responsibility for the effective and efficient operation and delivery of a function or cluster of services which have a direct impact on partnership working, quality assurance, performance, learning and workforce, and wider supportive and complimentary services including voice and participation, therapeutic support and FGC.


The post holder will champion and drive the quality of social work practice across Children and Young People's Services, working with services, workforce development and other internal and external partners to ensure the continued improvement in services, supporting innovation and good practice.


Key Responsibilities:


  • Lead the delivery of services within the portfolio of responsibilities, in line with national and local priorities and principles. To ensure statutory functions are fulfilled and undertaken in accordance with current and emerging legislation and guidance.
  • Overall responsible for championing social work practice and development both within the organisation and at a regional and national level, working with external organisations and forums to develop and promote high quality practice across Children's services.
  • Exercise budgetary control over all expenditure within the portfolio. To ensure budget monitoring processes are adhered to and action taken to rectify any issues that arise. To be accountable for the service budget spend and monitor any devolved or delegated budgets within it.
  • Support the PSW to provide strategic direction to the social work workforce and promote a consistent culture across Children Services, playing a lead role in ensuring a skilled social work service, including recruitment, retention, and professional development.
  • Lead the audit process across the directorate providing strategic management to the audit team (taking a lead role in thematic and general audits as a key member of the 'audit team), working collaboratively with colleagues across all services within the directorate to ensure changes to practice arise as a result of audit findings.
  • Lead multiagency partnership working with relevant organisations / stakeholders involved in protection processes including Health, Police, and schools to ensure safe and effective information sharing and joint working.
  • Delivery of high level advice, guidance and support in a specialist area which significantly influences, either directly or indirectly, the trust and confidence of the community and/or Council.
  • Production of whole Council strategies which support the internal management of the Council.
  • Develop a customerfocused service that is responsive and flexible with regard to a variety of internal customer needs and delivered to a high standard.
  • Identify clear objectives for service delivery, including management of risk, and develop and performance manage relevant action plans to ensure effective and efficient implementation.
  • Lead and develop a range of specialist professionals (including officers at PO16/18) and associated service support activity.
  • Assess political pressures and agendas on service delivery and tailor plans/activity accordingly whilst ensuring appropriate challenge is made and governance adhered to.
  • Pursue best practice and value for money within the Service through the establishment of effective systems of governance and accountability, target setting, performance management and procurement.

Qualifications:


  • Social Work qualification e.g. CQSW, Dips SW, CSS, Degree Social Work (or equivalent).
  • Professional Registration with Social Work England is required.

Skills & Experience:


  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • Substantial and successful direct management experience within the specialism of this post, including policy development, corporate/strategic planning and managing change.
