The team requires a Head of Facilities Management on an interim basis estimated to last four months, while it recruits to the post on a permanent basis.

The post holder will have responsibility for hard and soft FM for the council's operational estate.


Key Responsibilities:


  • To be the Council's principal officer in the delivery of Facilities Management services, providing expert professional advice, leadership and guidance.
  • To implement and manage systems for the effective management of property information and to ensure that information is analysed to inform strategic decision making in relation to the delivery of facilities management services, and to ensure statutory compliance across the estate.
  • Manage the provision of reactive and planned maintenance and projects to ensure health and safety, business resilience and fit for purpose accommodation to meet individual business and customer requirements
  • Accountable for the identification and implementation of a targeted annual planned maintenance programme, putting in place a strategic framework for prioritisation of maintenance projects to ensure that the programme best supports the corporate and strategic objectives of the council. Responsible for business case development using appropriate data to support cases as required.
  • To implement and manage workflows for the response to reactive maintenance faults and projects to ensure that they are resolved efficiently and effectively, and with minimum
- disruption prioritising the needs of service users and staff.

  • To procure, contract manage and monitor a supply chain for hard and soft facilities management services. To ensure that all activity is delivered in compliance with the council's Financial Regulations and Contract Procedure Rules.
  • Accountable for ensuring appropriate internal governance procedures are embedded and implemented by the team in procuring and authorising spend to ensure appropriate value for money and contract delivery.
  • To be responsible for the delivery of corporate facilities site and support services, ensuring that services continually adapt to meet the requirements of business.
  • To manage the Council's utilities to achieve value for money.
  • Lead and develop staff teams to deliver both hard and soft Facilities Management services with an outsourced supply chain. Promote high performance culture and excellent customer service in all activity ensuring team demonstrate appropriate behaviours in delivering a service to the business.
  • Accountable for the management and resolution of any escalations or complaints from the customers or supply chain, including requests for additional spend, elective new works, changes to scope or specification.
  • Drive, represent and embed transformational change in customer perception through outstanding proactive high quality service capability.
  • Accountable for both nurturing the relationship and the management of the operational performance of the hard and soft facilities management supply chain against key performance indicators (KPIs) at a senior level.
  • Accountable for producing and delivering service plans through operational management of the Facilities Management service. Formulate annual operational plans and budgets for the function/team so that there are clear priorities and appropriate resources are allocated to their achievement.
  • Accountable for the financial performance of the service and for undertaking budget management and monitoring activities across the service for both revenue and capital budgets.
  • To implement, maintain and develop operational arrangements to ensure the effective management of facilities management services provided outside of normal operational hours, ensuring that the service responds to any emergency incident in accordance with the council's corporate plans and strategies.
  • To be responsible for managing all aspects of health and safety in respect of the Council's
- property and to take an active role in promoting a health and safety culture.

  • To develop structures, systems and policies to support effective service delivery.
  • Contribute to the overall management and strategy of the Property division.
  • To undertake any other duties commensurate with the grade of the post, as required to ensure the efficient and effective running of the Property division.
