Job summary:

The Government People Group exists to work with departments, professions, and functions to build a modern, effective Civil Service.

We support the government workforce with the right skills and capability.

We are working with leaders to get the right people in the right jobs, with the right skills and continuous learning to excel in their roles.

We provide leadership, and in turn, create leaders with exceptional line management capability across departments, influencing partners in the wider public sector and beyond.

This involves getting our retention and reward strategy right, to nurture specific skills, and create pride and resilience in our workforce.

Our role is also to provide system leadership across central government in pulling together back office services.

Collectively, we help support the Cabinet Office's priority to drive efficiencies, and reforms that will make government work better, to ultimately provide a better service to the public.

The specific role of the change management team within GPG is to work with SSCL and Departments to deliver change and improve HR and Finance processes.

Changes need to be aligned to wider process and data transformation in line with the government shared services strategy.

This will bring greater efficiency to shared services across government and improve the end users interface with HR and finance processes.

The team also works to ensure that priority changes on HR and Finance are delivered within departments using the Single Operating Platform (SOP), an Oracle based Enterprise Resource Planning (ERP) platform managed by SSCL.

Job description:

Providing support to the GPG change team:

  • Supporting the management of the GPG SOP mailbox to ensure all communication is logged, actions taken and changes progressed efficiently.
  • Supporting delivery by reviewing changes submitted and verifying they are accurate before onward submission to SSCL (the supplier).
  • Liaising with the wider team to ensure any technical implications of the changes are fully considered and supporting them to progress.
  • Identifying delays and taking action to resolve.
  • Organising and managing meetings, agendas and supporting papers to ensure effective running of meetings.
  • Taking notes and updating central records of changes and support tools (e.g. JIRA) as they progress to ensure that accurate records are maintained.
  • Working with Departments (Department for Work and Pensions, Ministry of Justice, Home Office, Health and Safety Executive, Department for Food and Rural Affairs, Environment Agency, Cabinet Office, plus numerous Arms Length Bodies) and SSCL, planning and supporting the implementation of any changes needed to address problem areas. This could include supporting the mapping of 'as is' processes and designing improved processes.

Working with key stakeholders to drive engagement:

  • Providing coordination of advice and tools to support departments in the delivery of optimisation and change projects.
  • Working with the community of interest and user networks to build effective working relationships with departments and SSCL.
  • Confidently engage with stakeholders and colleagues at all levels to generate commitment to goals
  • Work with functional leads, SSCL, customers and Platforms, Data and Interoperability Directorate on the delivery of change, and associated business change.
  • Identifying opportunities for convergence and the threat of divergence.

Person specification:

This role is a great opportunity for a delivery-focused individual to increase understanding of stakeholder management and managing a change to both systems and processes.

It also provides an opportunity to work with a wide range of government departments and the supplier to create single improved processes for adoption by all users.

Occasional travel may be required.
