Our client, a public sector organisation, require a Finance and Accounting Advisor, on a consulting basis.
This role will operate 4 days per month (approx. 7 hours per day) and attracts a rate of £400 per day (inside IR35) umbrella
The role can operate from Edinburgh or Glasgow.


Responsibilities:

" Set-up assessment and recommendations for improvement:
" Supporting the ongoing set-up of financial processes for reporting and accounting;
" Assessing the systems in place and existing reporting approach (for example the maintenance of content within the financial ledger (SEAS) to ensure accurate records are kept for accounting and reporting purposes);
" Recommending and helping implement improvements to current reporting and accounting systems, providing training to the team where required.
" Planning for and preparing annual accounts in accordance with the SPFM, the FReM and other accounting guidelines;
" Assisting in co-ordinating and liaising with external and internal audit for
" Ensuring Completion of the Consolidation and Whole of Accounts packs.
" Continuously reviewing and taking (or recommending) appropriate opportunities to raise reporting standards and improve operational effectiveness and consistency through process, technology and/or people capability development;
" Helping assess ongoing current and future corporate and local business issues, using initiative to address novel issues and resolve the root cause of situations which may arise;
" Providing (or supporting the provision) of financial reporting to both the Board, Audit and Risk Committee, ensuring all reconciliations and other key controls are up-to-date;
" Supporting with the move from the current finance system (SEAS) to a new shared service finance system (Oracle Cloud), to ensure our needs are being met and factored into planning;
" Supporting the development of robust business processes, providing guidance and support in accordance with recognised best practice to deliver positive outcomes;
" Supporting the gathering and analysis of finance related KPIs;
" Working with the client to develop effective services e.g. coaching to build professional expertise;
" Support ad-hoc requests for financial information which can include the analysis of information and presenting findings in a written report.
" Supporting the general longer-term financial strategy development;
" Assisting in preparing the annual budget;
" Assisting in developing and maintaining financial models, which help project future budgetary requirements.


Essential Skills:

" Excellent understanding and experience of budgeting and financial management processes and reporting.
" Excellent technical accounting skills and solid, comprehensive experience in compiling year-end financial accounts for external audit. You will also have solid experience in monthly management accounts preparation.
" Proven ability to work on your own initiative, coping with the demands of a fast changing environment where opportunities need to be quickly realised, whilst managing competing priorities and ensuring deadlines are met.
" Effective communication and presentation skills, with evidence of presenting complex information to senior managers.
" Experience of staff development.
