Job description:
The HEO Cost Modelling and Assurance Finance Manager's role is to review, assure and build cost models and to offer training, advice, guidance and support to Project Teams on their modelling activities.
In addition, the post holder will support the wider team at peak times in the scrutiny and assurance of the Economic Case (Value for Money or VfM) and Financial Case (Affordability) within Investment Appraisals (IAs) and Business Cases (BCs).
The post holder will undertake a variety of modelling assignments and related activities in support of DIO's business objectives.You will work on projects spanning the breadth of DIO activity covering construction, utilities, hard and soft FM across the whole of the MOD, working closely with project teams and customers.
The role sits in DIO's Financial Scrutiny and Decision Support (FSDS) team, a small group of experienced professionals supporting the development of Investment Appraisals, Business Cases and Cost Models in an infrastructure setting.

Person specification:
- An HEO Cost Modelling and Assurance Finance Manager will:
- Conduct modelling assignments and assurance reviews, providing feedback to Project Teams (including external industry partners), Investment Committees and Approving Authorities.
- Become a 'Super-User' of FSDS Templated Cost Models and Tools, and able to train Project Teams in the use of the same.
- Undertake Verification and Validation reviews of cost models to provide assurance on their fitnessforpurpose.
- Provision of cost modelling support to project teams, including the population of a cost model template.
- Provision of cost modelling support to project teams on the development (design, build and test) of bespoke IA models and Should Cost Models and their subsequent use.
- Conduct scrutiny and assurance reviews of Business Cases and supporting cost models and evidence.
- Attend Project Meetings as required, guiding Project Teams on cost modelling, IA and BC assurance in pursuit of VfM and Affordability recommendations.
Essential Experience & Skills
- Awareness of, or an ability to quickly grasp the principles of private sector investment appraisal techniques or public sector approach to value for money (Green Book)
- Confident and capable MS Excel user who has the ability to interpret and review MS Excel Models to understand value drivers, data inputs and output conclusions.
Desirable Experience & Skills
- Confident, assured manner in the presence of senior personnel and peers, able to discuss your area of expertise to cross functional project teams and groups.
- A conceptual and strategic thinker, with the ability to scope, specify and build oneoff models of high quality in support of bespoke business requirements.
- CCAB (or CIMA) qualified or part qualified accountant
