Job summary:

When not undertaking PACR visits, other duties will enable development of a wide range of skills within Governance. This role provides excellent developmental opportunities for future promotion.


Corporate Governance (CG) is about having systems and processes in place to provide assurance to Parliament and the taxpayer that we are spending resources wisely, and on delivering the Defence Aim and objectives.

The CG team has a varied portfolio and is responsible for:

  • Supporting the Air Risk and Audit Committee, the Non-Executive Directors, and producing the Annual Assurance Report (AAR) and the Financial Assurance Report (FAR)
  • Supporting Defence Internal Audit in carrying out audits within the RAF
  • Acting as Fraud Focal Point and raising awareness of fraud
  • Managing Letters of Delegation
  • Advising on issues of Regularity and Propriety; and
  • Conducting annual Public Accounting Compliance Review (PACR) visits to all RAF stations.
This post is advertised for 37 hours per week


Job description:


  • Assist the PACR visit leaders in completing an effective riskbased programme of compliance reviews of public accounts at RAF stations across the UK in order to support the Annual Assurance Report and as directed by the Senior Finance Officer
  • Contribute to postvisit reports which award the appropriate level of assurance, contain relevant management actions and are distributed within 10 working days of the visit. These reports award the appropriate level of assurance and contain relevant management actions for the station
  • Develop and provide guidance on policies and procedures, consistent with Government and Defence policy
  • Provide advice to stations on matters relating to management of Public Funds
  • Review and assist in decision making on Business Cases when required
  • Take the lead on a part of governance portfolio for the provision of advice and guidance
  • Liaise with external stakeholders to ensure compliance issues are addressed swiftly and appropriately, ensuring correct working practices are implemented
  • Other duties may include, but not limited to; chasing returns and offer advice to Stations with queries on Local Initiative Grant (LIG) bids. Scrutinise Families Welfare Grant (FWG) Returns. Maintaining LIG and FWG registers.


In addition, you will have the opportunity to develop the skills and knowledge required across the full range of governance tasks.

This may include line management in the future.


Person specification:


  • During station visits, you will be required to engage with key personnel to obtain, review and interpret the information/documents needed to determine the correct level of assurance. You will also be required to provide feedback to the station in person during your visit.
  • These Audit visits will require overnight stays on occasions, either in the Station Mess or in a hotel local to the station. Although flexible working is offered, it may sometimes be necessary to work longer hours on days when visiting stations.
  • Essential Skills:
  • Willingness to travel to RAF stations and, when necessary, stay overnight
  • Ability to lead others and set clear direction with a positive, can do attitude
  • Display excellent judgement, enabling you to prioritise work and recognise when to escalate difficult issues
  • Appetite to unpick knotty problems and work with others to find solutions
  • Excellent attention to detail
  • Proficiency in Microsoft Office 365, predominantly Excel, Word and PowerPoint
  • Willingness to present information, both formally with a slide pack and informally
  • Be a flexible team member, with the ability to work independently and willing to undertake other tasks if required

Desirable skills:

  • UK driving licence
  • Experience in business administration, risk, compliance or similar disciplines
The successful applicant will be required to complete mandatory Civil Service learning upon taking up post.

In addition, this role requires completion of the 5-day Public Accounting Course at the earliest opportunity, the Financial Skills Certificate within 6 months of taking up post, and the Financial Intermediate Certificate on Governance within 12 months of taking up post.

This training will be provided, and further experience will evolve whilst in this role.
