In Air Finance we aim to ensure finance is integral to the decision making process.

The Finance Costing Cell of Air Command is the centre of excellence of costings to support military operations and information for strategic decision making.

The Higher Executive Officer role exists to support the day-to-day activity to deliver a long term project that will provide budget holders with better insight into the costs of their activities through understanding the cost drivers and therefore inform improved budget setting and decision making.

You will be part of a small team delivering the project through a combination of building complex cost models and then using the knowledge and experience gained to develop a framework that can be used across the Command to produce costings using the same consistent methodology and assumptions.


This role is being advertised at Headquarters Air Command, RAF High Wycombe, however, in line with Air Command's longer-term strategy, it is envisaged that there will be opportunities for hybrid working with a mix of remote/home working balanced with time in-office and some travel to other RAF locations in support of business requirements.


As part of a small team, you will contribute to monthly on-call, out-of-hours costing support to operational staff headquarters and deployments.

Job description:


The Cost Driver Framework is an Activity Based Cost Model which covers the full costs of the Air Domain and articulates them against our activities, outputs and Defence tasks.

As part of a team of four people, you will:


  • Support the maintenance of the project plan, adjusting for updated priorities and direction from the Steering Committee
  • Deliver a series of detailed costings that both develop the structure of the framework as well as contribute to business improvement, efficiencies and understanding of the business area
  • Develop the key assumptions and questions required to populate the framework across any business area
  • Build relationships with stakeholders across the organisation, gaining buyin for the project and ensuring decisions on the development of the framework are made using appropriate information and metrics
  • Explore and understand the options and make recommendations for an appropriate IT solution to host the framework
  • Contribute to the day to day management of the Air Costing Cell and, once sufficiently experienced, take part in the oncall roster to ensure 24/7 cover to military operations
  • Line management of two members of staff

Person specification:

It is essential for the successful applicant to be able to demonstrate:

  • Good leadership skills
  • Good financial management experience
  • Strong communication skills with a track record of working successfully with a wide range of stakeholders
You should have a good level of working knowledge and experience of Microsoft Office programmes, in particular Microsoft Excel.


The role offers a hybrid approach to working, with opportunity to work remotely/from home, balanced with time in-office to learn from colleagues, undertake briefings where face-to-face engagement is essential, and access systems that are not available remotely.

There will also be some requirement to travel to other RAF stations in order to deepen your understanding of the business and identify appropriate cost allocation and apportionment metrics.
