Household Waste Recycling Centre Chargehand 2023

1 x Permanent posts available C1: starting salary £26,792- £29,174 (including enhancements)

(32.17 hour per week includes weekend working and shift enhancement)


As a Chargehand you will need to be flexible, able to work under pressure and to work at any of our 8 sites across the City.

You will have supervisory responsibility for one or more sites and will be expected to continue to work operationally at a designated primary site, whilst taking the additional responsibilities of the day to day supervision and support of the site and team, supported by Team Leaders.

As a Chargehand you will be predominantly located at one of the 5 'primary' sites and will periodically rotate between them but may be required to work at any of our 8 sites.

The hours are 32.17 hours per week averaged out on a rota pattern which includes working every other weekend and bank holidays.

Monday, Tuesday, Saturday & Sunday

Wednesday, Thursday & Friday


There are seasonal variances in the shift which starts at 7:45 am, with 6:15pm finishes through summer, and 4:15pm finishes through winter months.


The sites are open seven days per week including all bank holidays except Christmas Day, Boxing Day and New Year's Day.

Job Purpose:

To work as part of a multi-skilled household waste recycling centre team responsible for encouraging the public to maximise the separation of their waste to increase recycling and help the Council achieve its Waste Strategy objectives.

To support the Team Leader in managing the site and to provide day to day support, supervision and coordination of staff on site at any given time.


Responsibilities for Grade:


Role specific

  • To supervise and coordinate a small team (typically 24 staff) including the day to day allocation of tasks/duties and ensuring work is being conducted in a safe and effective manner.
  • To rectify routine problems /issues and to report any outstanding problem associated with the service, or any failure to complete the required work to a manager immediately or at the end of the working day at the latest, and complete appropriate paperwork as required.
  • To work under the guidance of a Team Leader in ensuring that the resources available are being deployed in the most effective way to ensure safe and efficient onsite operations
  • To coordinate staff breaks and use of welfare facilities.
  • To provide excellent customer service to the public on site, and respond to customer enquiries regarding recycling facilities both on site and offered at kerbside/bring and to direct the public to where further information can be obtained
  • Control chargeable waste and facilitate revenue collection using appropriate payment technology.
  • To conduct basic return to work interviews and complete associated records with staff returning from a period of short term absence.
  • To provide staff briefings and toolbox talks in safe working instructions and any other relevant information, and to ensure that all staff have understood.
  • Monitor security devices supplied/ installed on site e.g. CCTV, automatic number plate recognition, hand held data collection devices, as required. Record and report on any issues as appropriate.
  • Contribute to new initiatives to manage waste aimed to improve recycling and reuse on site.
