Job summary:


The team


The Product Delivery and Development Team sits within GCG (Grants and Commercial Group) Services, providing digital expertise to the cross-government Commercial and Grants Functions.

The team serves both functions in improving existing digital services as well as enabling operational change through new technological builds.


The role:


We are looking for a Grade 7 who can work across multiple products to assess the as-is position of process and technology, and to map out to-be proposals and solutions, as well as ensure that user requirements are tracked throughout the development process and used to enable effective design and development.

Working to the Head of Product Development and Delivery, they will ensure that their delegated product meets business and user needs, and provide expert advice to external delivery partners to ensure that any business or policy constraints are considered as well as implications of change.

The Senior Business Analyst will also support in making decisions related to prioritisation and the minimum viable product based on their intimate knowledge of the business and user needs.

Working across a transformative due diligence tool used across government, the Senior Business Analyst will be able to prioritise their time and effort with different stakeholders depending on business need and project status.

Key deliverables and responsibilities:


You will have the opportunity to work on a transformative due diligence tool to support the Commercial and Grants functions, enriching the system with new data sources to provide a robust risk profile of applicant organisations, and to make sure that government funding is spent in the most appropriate way to deliver value for money for the citizen.


Person specification:


We're looking for someone with strong communication skills and the ability to bridge the gap between technical and non-technical with experience of working across the different phases of product delivery.

You will have experience working in a fast paced environment and the ability to make informed product decisions whilst working within constraints.


Essential criteria

You will have demonstrable skills and experience of:

  • Business analysis. You can take responsibility for investigative work into problems and opportunities in existing and new services. You know how to drive the analysis and collection of information to create recommendations for service improvements. You can analyse large amounts of complex information and use it to produce solutions.
  • Business modelling. You have experience modelling complex services spanning multiple business functions or programmes. You know how to gather insight from senior stakeholders and communicate modelling results clearly to them.
  • Requirements definition and management. You can facilitate the setting of business priorities for change initiatives of high complexity. You know how to lead on requirements analysis and take responsibility for the investigation and implementation of changes to programme scope.
  • Stakeholder relationship management. You have experience influencing stakeholders and managing relationships effectively. You know how to build longterm strategic relationships and communicate clearly and regularly with stakeholders.
  • Agile working. You can identify and compare the best processes or delivery methods to use, including measuring and evaluating outcomes. You know how to help the team to decide the best approach. You can help teams to manage and visualise outcomes, prioritise work and work to agreed minimum viable product (MVP).
  • Testing. You can define test condition requirements. You know how to work according to test plans to design, interpret and execute them. You can highlight reports and risks and analyse results based on tests and activities.
