We are an executive agency of HMRC with around 4,000 people. The VOA People Group delivers a customer focussed HR and Estates Function for the Agency.

This is an exciting leadership role within the People Group (HR) in VOA.

The Head of HR Resourcing role provides the opportunity for the right person to lead the Resourcing Function responsible for providing an end-to-end recruitment and onboarding service across VOA, up to and including, executive recruitment and contingent labour.


The organisational structure enables HR colleagues to shape and direct activity in close collaboration with the business providing support and challenge to senior stakeholders from inception to delivery.


Job description:


The post holder will play a strategic role in the design and delivery of resourcing solutions to meet the diverse needs of the range of professions across the VOA.

Having recently centralised all recruitment and onboarding activity into HR, we have a large, geographically dispersed team of recruitment and talent attraction specialists.

We are looking for a delivery driven, dynamic, and customer focussed individual to provide leadership of our comprehensive recruitment offer.


You will be responsible for the delivery of the full end to end recruitment and onboarding service for VOA, ensuring it is fit for purpose and is reflective of the culture and values of the VOA.

You will be focussed on service quality, customer experience and time to hire, ensuring that our resourcing function is fully effective and facilitates the recruitment of the very best talent for the agency.


You will work closely with colleagues across the VOA People Group, wider VOA, and third-party suppliers to establish comprehensive delivery plans, effective ongoing communication channels and reporting requirements.


Person specification:

As a Head of HR Resourcing your main responsibilities will include:

  • Leadership and oversight of VOA's Recruitment Function with responsibility for a large, geographically dispersed, team.
  • Leading the delivery of the centralised recruitment and onboarding function, with a key focus on service delivery and reporting.
  • Leading the delivery of the VOA's Attraction Strategy by developing and implementing attraction initiatives, promoting our employee value proposition and helping the business recruit the very best talent from diverse talent pools.
  • Building strong, collaborative relationships and working practices with colleagues across HR, Finance, and Operations to identify future resourcing needs and ensuring joined up, future focussed, recruitment plans are in place.
  • Responsibility for all resourcing related third party supplier contracts, and contract management responsibility for VOA's HR Shared Services (provided by HMRC). Budget management responsibility for circa £750K.
  • Representing VOA and maintaining a professional link to external providers such as Civil Service HR, Cross Government Profession Networks and the Civil Service Commission to identify best practice and to influence and contribute to the development of resourcing across Government.

Essential Requirements

  • A successful track record of running a recruitment service to meet business needs, including talent attraction initiatives, with a strong customercentric and operational delivery focus.
  • Strong leadership with the proven ability to lead and motivate a team in a complex and fast paced environment, often within a changing and emerging political landscape.
  • Excellent communication skills with the credibility and interpersonal skills to influence, challenge assumptions, and impact direction of senior stakeholders and external partners.
  • Experience of translating operational business planning into underpinning and robust recruitment plans.
  • An ability to analyse, explain and report recruitment data from different perspectives.
  • Commercial acumen with experience of effective supplier management with a strong focus on performance, issue resolution, and value for money.
  • Regular travel will be required, particularly to Manchester which is HR Resourcing's biggest hub location. Our flexible working offer will support you to meet this requirement.
