Job Introduction

The Surrey Safeguarding Children Partnership (SSCP) launched in 2019, bringing together partner agencies and the voluntary sector to deliver improved outcomes for Children and Families across Surrey.

The SSCP promotes Safeguarding at a countywide level and ensures that statutory duties, as set out in the Children Act 1989, the Children Act 2004, the Children and Social Work Act 2017 and statutory guidance Working Together 2018 are effectively met.


To support the critical work of the partnership, SSCP are seeking to appoint an Independent Chair and an Independent Scrutineer to strengthen and develop the work of the Partnership.


Our Opportunities:

**Independent Chair
- required for up to 48 days per annum (4 per month) and chargeable at a day rate of £600 plus expenses.**The focus of this role is to provide supportive insight, vision, leadership and challenge to SSCP and its members, to enable the successful delivery of the children's safeguarding priorities and agenda across Surrey.

The members of the Partnership operate as part of a complex multidisciplinary system; therefore we are looking for an Independent Chair who can:

  • Bring proven leadership skills and experience of having operated in a large public, independent or voluntary sector organisation at a senior level.
  • Successfully chair complex partnership meetings.
  • Work effectively across a range of disciplines and services
  • Use their interpersonal skills to effectively manage strategic relationships with partners
  • Ensure the voice of children in need of care and support is reflected within the work of the Partnership
**Independent Scrutineer
- required for up to 24 days per annum (2 per month) and chargeable at a day rate of £600 plus expenses.**The focus of this role will is to provide assurance in judging the effectiveness of existing services to protect children and young people in Surrey. As our Independent Scrutineer you will develop a system of scrutiny for the Surrey Safeguarding Children Partnership which ensures that clear and accessible decision-making process in place across the Partnership with a strong focus on accountability for decisions. You will be responsible for scrutinising existing multi-agency safeguarding practice and advise senior leaders on ways to improve and strengthen existing systems.

We are looking for an Independent Scrutineer who:

  • Can demonstrate a proven track-record of delivering effective partnership working at all levels
  • Is able to communicate effectively with a broad range of stakeholders including practitioners, senior managers as well as children and their families
  • Understands Working Together to Safeguard Children 2018 and what this means to local partnerships.

Additional Information
The job advert closes at 23:59 on Sunday the 12th of March 2023.


Virtual technical interviews via MS Teams are planned for W/C 20th March 2023 with final assessment planned for W/C 27th March 2023.

It is anticipated that final assessment will be face to face at our Woodhatch Place office in Reigate. If assessment dates change you will be notified with as much notice as possible.


Both roles are initially offered as a 1 year contract opportunity but with scope to review and extend the contract on a rolling annual basis.

Some travel will be required to fulfil the requirements of the roles and meet the functions of the SSCP.


An enhanced DBS 'Disclosure and Barring Service' check for regulated activity (formerly known as CRB) and the Children's and Adults' Barred List checks will be required for this role.
