Background


The Northern Ireland Commissioner for Children and Young People (NICCY) was established under the legislation (Commissioner for Children and Young People (Northern Ireland) Order 2003 to provide an independent voice to promote and protect the rights of children and young people in Northern Ireland and to represent their interests.


Job Purpose


The successful applicant will report to the Senior Legal and Investigations Officer and will provide effective and efficient advice and guidance to children, young people, their parents or carers or stakeholders on matters relating to children's rights.

The successful applicant will also undertake relevant complaints casework and advocate on behalf of children and young people's rights.


Client Focused Advice Service

  • Manage enquiries effectively and promptly to achieve a satisfactory resolution;
  • Providing information and guidance to clients who believe children's rights may have been breached or adversely affected;
  • Provide a clientfocused service, ensuring service delivery is consistent and meets required service standards;
  • Identify if/where children or young people are vulnerable and ensure they get appropriate and early support to manage the issue at hand;
  • Give appropriate advice to children, young people, their parents or carers or others;
  • Provide advice and guidance to a range of internal and external stakeholders in line with NICCY's L&I and other relevant policies and procedures;
  • Refer or signpost to other more appropriate organisations for more complex and independent advice.
  • Maintaining accurate records on NICCY's L&I case management system;
  • Comply with NICCY's policies and procedures including those relating to child protection and data protection i.e. GDPR, Freedom of Information and requirements relating to documentation and record keeping.

Complaints Casework

  • Support and advise clients and offer assistance with complaints to or against relevant authorities;
  • Assist with and support investigations where breaches of the rights of children and young people are alleged;
  • Supporting clients up to and including SEN tribunal representation;
  • Attending meetings with clients and representatives of relevant authorities (e.g. Education Authority and Exceptional Circumstances Body) when necessary;
  • Working in conjunction with the Line Manager to evaluate cases and agree best option to address;
  • Maintain accurate records of all contact with children, young people, their parents or carers or others and confirm agreed next steps in writing;
  • Manage own workload and work simultaneously on a range of identified issues.

Administrative Processes

  • Attend all team meetings, including case allocation and review meetings, monthly team and project planning meetings;
  • Provide administrative support to the Legal and Investigation Team as required;
  • Provide reports on activities where requested using manual and computerised reporting systems, assisting with the production of reports as required;
  • Assist with the Legal and Investigation outreach activities as and when required;
  • Adhere to internal and external guidance, legal and policy advice;
  • Attend internal NICCY meetings as required.

Other

  • Members of staff are expected at all times to provide the appropriate service and to treat those with whom they come into contact with in a courteous and respectful manner.
  • Staff are expected to demonstrate their commitment to NICCY by their adherence to NICCY's Values and Staff Charter, regular attendance and the efficient completion of tasks allocated to them.

Salary:
£32,880.00-£34,011.00 per year
