Job description:


Our vision is to be a Project Delivery Centre of Expertise (CoEx) that has the capability, maturity, capacity and trust to provide Defra portfolio and PD professionals with the skills, standards and frameworks they need to deliver successful outcomes for our stakeholders, society and the environment.

We have 3 roles which include opportunities to work on a range of project delivery practices.

We are currently looking for experienced leaders in the following areas:


  • Change and benefits management
  • Business analysis
  • Professional community engagement


You will be a visible and inclusive leader within CoEx and in the field of Project Delivery Expertise across Defra providing advice, guidance, assurance and strategic support to our wide ranging and exciting portfolio.

You will be able to quickly build credibility, trust and confidence in your working relationships across teams and with partners, identifying innovative and practical solutions to developing and enabling CoEx services to deliver effectively for Defra Group.


Change and Benefits/Business Analyst Leader (2 posts)


You will work in the strategic centre of Defra to support and assure delivery of change and benefits across Defra's portfolio.

Aligned with Project Delivery Capability Framework role descriptions, responsibilities will include, but not be limited to, your area of expertise and focus on associated capability building, maintaining relevant standards and frameworks, providing specialist advice and guidance at all levels, enabling targeted interventions, and developing monitoring, reporting and assurance activities.


  • Assess and evaluate the impact of CoEx delivery on Defra's portfolio, designing processes and embedding ways of working for the team that demonstrate and measure the value of our work in meaningful ways and ensure that strategic decision making is supported for the team.
  • Design and deliver local assurance processes for change, benefits, business analysis and other project practices.
  • Assure, advise, coach and enable appropriate interventions needed to deliver the expected benefits of a change and change management across Defra's portfolio. Lead and develop others in the team to provide similar services.
  • Strategically identify, assess and engage CoEx stakeholders, supporting and coaching them to optimise the impact they can have on project outcomes based on your experience and expertise.
  • Codesign and facilitate direct engagement with stakeholders (e.g. workshops) both online and inperson.
  • Ensure knowledge transfer is effective through all engagement with stakeholders, with a view to 'growing our own' departmental capability. Plan and deliver project delivery capability initiatives aligned to the delivery of priority training needs for Defra.
  • Iteratively and strategically develop standards and frameworks, enhancing and maturing change and benefits delivery for the organisation, working collaboratively to continuously improve delivery culture and mindset.
