Job description:
As a Ship Standards Policy Adviser, it will be your responsibility to support and, in some cases, take a proactive lead, in managing and developing UK policy, regulations, and guidance for various ship safety and marine environment protection policy areas.
This will be in support of UK Government objectives for a safe and commercially successful UK fleet by drawing on your own knowledge and the technical expertise of your colleagues.
The role will provide a focal point for their area of responsibility for liaison with stakeholders (both internal and external) to ensure the MCA has an informed and balanced approach that meets the Government's obligations, industry needs and public expectations.
This is an exciting opportunity for you to help drive policy development and make a real contribution in the shipping industry in ensuring safer lives, safer ships, and cleaner seas.
This role will be based in the Southampton HQ.
The MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.
Details of the arrangement will be discussed further with your line manager.
The role will require occasional UK and overseas travel which may involve overnight stays and working outside of normal hours, potentially at weekends.
Your responsibilities include but are not limited to:
- Supported by Senior Colleagues assist and, in some cases, lead on specific policy areas which may include, for example, the carriage of dangerous goods by sea, cargo stowage and securing, the prevention of oil pollution, container verified gross mass, solid bulk cargoes, radioactive cargoes, the appointment of external surveyors, competent authority approvals, chemical tankers, gas carriers and the assessment of unlisted cargoes.
- Supported by Senior Colleagues assist and, in some cases, lead in the drafting of a range of policy related documents, for example, instructions for Government lawyers, impact assessments, regulations, codes and guidance documents as required.

About you:
We are looking for someone who has exceptional communication skills and can express themselves in a confident and concise way.
You will represent the Agency in a professional and clear manner, ensuring key messages are delivered to both internal and external stakeholders in a timely manner.
You will be someone who naturally enjoys working collaboratively with different business areas and likes the challenge of influencing others to achieve business outcomes.
You will have excellent stakeholder engagement skills and can build rapport quickly with both internal and external stakeholders which enables you to build solid working relationships.
You will have some knowledge and experience of policy development or experience of the legislative process.In addition, you will be able to draft quality submissions and other policy documents, with the ability to work independently and to tight deadlines.
You will also need to have knowledge of using Microsoft Office Word, Excel, and Outlook, as well as good analytical skills, attention to detail and ability to confidently make recommendations.
